Database-It Officer

General Description   International Relief and Development (IRD) is an international charitable, non-for-profit, non-governmental organization that collaborates with local and international partners to design and implement humanitarian relief and development aid programs. IRD’s mission is to reduce the suffering of the world’s most vulnerable groups and provide tools and resources needed to increase their self-sufficiency. IRD was founded in 1998 and has grown over the past decade into an organization that is operating in many countries across the world.   IRD has been present in Lebanon since 2006, and the first activities included assistance to poor rural households in southern Lebanon adversely affected by the July War. Currently, IRD implements projects in Lebanon within the context of Syrian crisis supporting civil society organizations, Syrian and Iraqi refugees, and Lebanese host communities.   Information technology and project data management play a critical role in overall program operations allowing program management to make strategic decisions related to future activities as IRD continues to enhance the quality of its programming while building capacity in Lebanon.   Specific Responsibilities   Under supervision of the Program Manager and in coordination with the Monitoring and Evaluation Coordinator, the Database-IT Officer is responsible for administering information technology tools and processes for the civil society program in Lebanon, as well as program monitoring and data management activities; specific duties include:   IT Tasks: Respond quickly and effectively to the program’s IT queries, and make the necessary arrangements to address any issues Facilitate IT repair work as needed Schedule regular maintenance at least once a month to check all IT software and equipment to ensure it is in good working order Modify configurations, utilities, software default settings, etc. Utilize and maintain the helpdesk tracking software Assist with onboarding of new users by installing and testing all required software, applications and hardware Ensure all software installations are licensed as no trail or cracked programs are allowed at IRD workstations under any circumstances Ensure each workstation has a laptop/computer, monitor, keyboard, mouse, hard drive and any additional specialized equipment Report issues to the IRD-HQ IT help desk and ensure proper follow-up and troubleshooting  Assign users and computers to proper groups active in the program directory Perform timely workstation hardware and software upgrades as required Undertake any other duty as assigned by Program Manager Database and GIS Tasks:   Establish and maintain databases as needed that automatically extract data and link to corresponding program activities Ensure data quality and integrity Manage data on IRD’s database management system (CMORE), including data upload/download, organization, and analysis   Support the implementation of Monitoring & Evaluation (M&E) plans in alignment with program’s indicators Follow-up with IRD programmers and/or third party M&E consultants on the performance of mobile data collection tools and the flow of information Build digital questionnaires and forms Using ArcGIS software, develop map-based presentations to geographically display program data and information Test and modify databases to ensure that they operate reliably Undertake any other duty as assigned by Program Manager   Qualifications   Bachelor's degree in Computer and Communication Engineering, Computer Science, or Information Technology, with 2+ years of relevant experience Experience in ODK coding is a must Advanced knowledge of Microsoft Office suite especially Excel is a must Experience in ArcGIS is desirable Experience with international organizations is desirable Strong organizational, analytical and problem-solving skills Proven ability to learn quickly, take initiative, and be accountable for results in a fast-paced, fluid and challenging work environment Responsive to changing demands with strong leadership skills and a strong initiative Ability to multitask and work well under pressure Ability to maintain strict confidentiality Fluency in Arabic and English is a must
