Assistant Country Director- To Be Promoted To Country Director After Successful Completion Of Probation Period

LOCATION: AMMAN- JORDAN Role The Assistant Country Director’s main responsibility is to assist, support and advise the Country Director in his management of JRS works at the country level. The Assistant Country Director and the Country Director shall consult frequently and discuss issues affecting the work of JRS in the country including the implementation and development of projects. The ACD can be delegated representation and advocacy work on Country Level. The Assistant Country Director reports directly to the Country Director. The Assistant Country Director will be promoted to Country Director after successfully completing the Probation Period. Key Responsibilities: ASSISTANCE AND ADVICE IN THE MANAGEMENT OF THE WORK OF JRS AT THE COUNTRY LEVELa) Contributes to the safeguarding of the vision, identity and unity of JRS Lebanon at all t levels.b) Supports CD in his main duties and responsibilities, deputizing for him when requested.c) Supports the Country Director and advises him in defining country policies, e.g., specific country security guidelines; in promoting quality services and best practices; and in elaborating a country approach to education and social services.d) Supports the implementation of JRS works on a country level. The Assistant Country Director is expected to visit JRS Teams and Projects frequently as requested by CD.e) Helps facilitate reflection on and evaluation of projects; opening of new projects; scaling down or closing projects; handover process in projects.f) Helps in ensuring that JRS project members receive training in the use of JRS International programme templates, Standard Operating Procedures; and in organizing scheduled trainings on Country and Project Levels.g) In situations of crisis within the country, advises CD on security measures for JRS staff in accordance with the JRS Security Guidelines. ADMINISTRATION & COMMUNICATIONSa) Supports the annual process of project level planning and budgeting.b) Renders any necessary administrative or logistical services to the Country Office and the Projects.c) Maintains regular communication and reporting to the Country Director on major issues and developments in the country or in JRS.d) Communicates on a frequent basis with Project Directors and passes on to teams all relevant information regarding the situation in the country, that of refugees and displaced persons, government policies and other news relevant to JRS.e) In matters of significant concern the ACD and the CD must ensure that they keep each other well informed, especially prior to important decisions. REPRESENTATION OF JRSa) To establish and maintain contact with the local diocesan Churches, the government, relevant religious bodies and authorities, key NGOs and UNHCR, as requested.b) To represent JRS at national level meetings of NGO's, UNHCR and the government upon request. Advocacya) In conjunction with the Regional Advocacy Officer, to informs Regional Office of about significant advocacy needs and issues, sharing with them relevant information from the projects.b) Where helpful and necessary, to communicate with relevant stakeholders as requested. Accountability and Reporting lines: The ACD is accountable to the RD, who will be responsible for her/his job description; appraisals; overall supervision of the work plan.  The ACD reports to the Regional Director and works closely with the JRS regional team. Experience/ qualifications Experience in working in a humanitarian organization or context. Previous experience in the region. Strong analytical, strategic thinking and planning skills Ability to work effectively in a cross cultural environment with a multi-national staff Excellent communications skills. Good interpersonal and facilitation skills with the ability to deal with complex and/or divisive issues. Capacity to work independently with limited supervision and support. Demonstrates openness to change and ability to manage complexities Responds positively to critical feedback and differing points of view. Good knowledge of English and Arabic, both spoken and written is required. Excellent skills in Microsoft Office(Word, Excel, PowerPoint)
