Assistant Information Management Officer (Gis) – Noa – Pn 10026513 - Beirut

The Associate Information Management Officer (GIS) will be responsible for assisting in the analysis, production and dissemination of information on the population of concern and interagency operations. The incumbent is in charge of maintaining the national inter-agency GIS database and servers. The incumbent is a member of the IM team and will report to the IM manager. S/he may act as focal point for data collection and assessment activities l. The position will interact with all operational partners of UNHCR. S/he will be required to provide GIS support and contribute to capacity building for partners and UNHCR field staff. Accountability (key results that will be achieved) - Global data standards, and where appropriate, the establishment of country-specific common data standards are adopted by UNHCR and its partners. - The Office's capacity to deliver high quality reports and maps to the operation and the sectors, including to headquarters, is reinforced. - The Office's coordination role is enhanced through quality maps and IM tools that assist in identifying gaps in the refugee response. Responsibility (process and functions undertaken to achieve results) - Prepare thematic maps incorporating information related to population, partners, protection, sectoral data and assistance, and disseminate the products in digital and hard copy formats. - Manage and keep up-to-date the Inter-Agency geo-database by encoding and geo-digitizing operations data where possible. - Ensure that UNHCR and Inter-agency information systems and tool are utilizing the most up-to-date common and fundamental operational datasets CODs and FODs. - Identify and obtain the data and information elements required to produce standardized information products and design and manage respective data/information collection plans for baseline and context-specific data. - Support the branch and field offices in the analysis of processed data and information and perform data quality and consistency control. - Follow up with UNHCR implementing and operational partners to obtain updated data on sectorial activities and produce 3W and 5W maps. - Prepare Power Point presentations, maps and other info-graphics products for meetings, field missions, as required. - Perform other related duties as may be required. Authority (decisions made in executing responsibilities and to achieve results) - Liaise with partners and represent UNHCR in meetings related to the functions. - Make recommendations and provide advice on the technical information management requirements. - Assist in training of data entry and data collection teams.

2.4 ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED. Define the educational background, the relevant job experience and the language(s) that are essential to perform the work of the position.
- University degree in Information Technology, Demography, Statistics, or related fields.
- Job Experience: Minimum 2 years relevant professional - Strong GIS skills and experience with ArcGIS, Remote Sensing.
- Knowledge of WebGIS and online mapping.
- Ability to work with Google fusion tables, KML files, online Google documents and similar tools.
- Advanced Excel skills (e.g. pivot tables, functions, etc.) and ability to formulate IM-related technical requirements and operating procedures.
- Demonstrated understanding of data collection methodologies and an understanding of relational data theory.
- Knowledge of local institutions.
- Good Knowledge of English and Arabic, both written and oral.
2.5 DESIRABLE QUALIFICATIONS & COMPETENCIES. Describe any experience or knowledge that would be an asset, such as: UNHCR Learning Programmes, other training, additional languages, Field/HQs experience, etc.
- Successful participation in UNHCR learning programmes.
- Experience is online mapping platforms like CartoDB or Mapbox.
- Experience in managing ActivityInfo's geodatabase.
- Knowledge of MSSQL.
