Junior Non-Key Expert (Jnke)- Support Action Planning For Missions And Tasks Of Labour Inspectors

Objectives and scope of works for the Junior Expert: JNKE (90 w.d.) The overall objective of this Request for Proposal of Services is to support the delivery of a cohesive concept for the modernisation and reform of the LI Services under the auspices of the Ministry of Labour. The purpose of the works is that potential efficiency gains and knowledge created by the modern tools of inspection and improved organization of services will, sustainably, lead to more efficient inspections and, ultimately, to better compliance in the workplaces of Lebanon. The Junior NKE will, under close supervision of the SNKE, perform specific works assigned by the Senior NKE that will support the detailed analysis into the full range of LI- related ICT-based data management and tools. The JNKE will assist the works of the SNKE in terms of data and information collection (as defined by the SNKE). Based on the analysis of present LI practices and identified gaps, the Junior NKE will develop a concept for full integration of ICT- based data management and tools, and summarise this in a costed plan for discussion in the Working Group (WG). Therefore, the JNKE will fully participate in a number of workshops to be held by the Working Group (WG) under the component 1.3 and 2.1 (as per Operations Plan of the Project); this will require active facilitation of group works (e.g. as rapporteur and facilitator, or as researcher in case the WG identifies areas that need additional research); the WG will be chaired by the MOL and will consist of MOL representatives, the Social Partners: Employers, Trade Unions Associations/Federations as well as Civil Society representative platforms. It is noted that the legal works related to the reform of LI under Component 1.3 should be fully integrated into the concepts and discussions related to the ICT- based data management operations. In close collaboration with the TL, and supervision from the Senior NKE, the Junior NKE will: Assist the SNKE in the analysis of the present system and going practice of Labour Inspections in Lebanon, with particular focus on the data processing and storage; Support the review of going practices with LI data generation, including: tracking cases of non-compliance, dealing with complaints, monitoring  the LI performance using data bases, web-based platforms and mobile devices; Familiarise him-/herself with the discussions on the actual status- quo; Support the process of information sharing in the relevant WG under this Component, and make presentations (also PPT) on these issues (in full alignment with the SNKE), and ensure validation by the WG; Participate (jointly with the SNKE) in desk research on review of regional practices in LI with a view to identify regional partner(s) for knowledge sharing and peer learning; Assist in demonstrating the benefits of modernized LI in terms of identification of trends and impacts of LI in improving work places compliance (e.g. by complaints tracking, giving feedback to workers on their lodged complaints); management of follow-up visits; other benefits such as reduced underreporting; improvements in  LI planning, and others; Developing a costed concept for the introduction and application of ICT based data tools in LI and their processing; Support the work of the SNKE in liaising with the Office of the Minister of State for Administrative Reform (OMSAR) on the relevant issues, identified through the consultancy (in order to achieve full compatibility on all ICT related issues); Jointly with TL and/or SNKE support the development of an Action Plan for the application of the identified reform steps. This list may not be exhaustive, and additional works (similar to the nature of this assignment) may be requested by the TL.  .  Methodology Guided by the TL, and supervised by the Senior NKE,  the Junior NKE will: 1)      Review pertinent / relevant sources of information of LI modernisation development (international, regional and national); 2)      Present relevant sources in the form of informative readers (abstracts, diagrams etc.) for background information of workshop participants; 3)      Support development of the operations analysis of the going practices in LI in Lebanon for submission to the WG and validation in the Workshop(s); 4)      Support development of presentations in the workshop preparations, jointly with the SNKE and the KEs of the TAT, covering both contents and methodologies; 5)      Participate in the workshop discussions and their documentation, and provide technical and logistical support to the relevant WG; 6)      Under supervision make presentations in workshop sessions; 7)      Support documentation (in writing and printing) of all works providing evidence (as reports) in soft and hard copies.  . Deliverables The usual place of provision of discharge of services is the Project office housed within the Ministry of Labour Building, 6th floor, Chiyah, Beirut. The deliverables are as follows: Guided by the Senior NKE the Junior NKE will collect basic information about  the ongoing practice and status-quo of LI, and document this revealing any perceived gaps (status-quo report); familiarize him-/herself with the proposal for a modernized LI system that utilizes modern/recent ICT tools and data management (documentation in the form of a state-of-the-art reader); make recommendations on the transition from the present system to the new modernized one (in PPT) and share this with the SNKE for endorsement; (after submission of the reform concept by the SNKE to the LI management of the MOL) assist in the integration of MOL observations and in the preparation of a PPT documentation for discussion in the WG; support the process of getting endorsement and support for the proposal by the WG on LI, and integrate any changes that may be required (Final Draft Paper for the modernization of LI produced); in consultation with the WG, develop a costed plan for the agreed transition to the modernized agreed system (output: costed implementation plan); as requested by the SNKE, make inputs to document all works in a Final Report.  . Time line: Works shall be implemented in the period December 2016 to June 2017 (indicative).  . Language: All documents to be provided in English (of these, the Project will translate a selection into Arabic).  . Qualification and experience Qualification and key competences: University degree: Bachelors level in ICT/ data management/social sciences; Excellent verbal and written communication skills in English and Arabic; Excellent writing and editing skills in English and Arabic; Strong interpersonal and communication skills; Strong analytical and organizational skills. Professional experience: Minimum of three years of professional experience in areas related to ICT data management, web-based platforms and mobile devices; Minimum one work experience in public sector work; Work  experience in  ENI country in related field is an asset
