Junior Non-Key Expert (Jnke) Organize New Sessions Of The Inter-Lebanese Forum On Economic And Social Development

. Objectives and scope of works for the Junior Expert: JNKE (50 w.d.) The overall objective of this Request for Proposal of Services is to organize forum(s) aiming at enhancing the governance of Social Dialogue in Lebanon. This process will mobilize and bring together Social Partners (Employers’ Associations and Trade Unions / Federations of Chamber of Commerce, Industry and Agriculture as well as Civil Society Organizations).   The JNKE will provide support in planning and implementing the Inter-Lebanese Forum(s) while the Economic and Social Council (ECOSOC) will take the lead in initiating and holding these forums.   Based on the assessment of ECOSOC (already done), The forum(s) will focus on areas of common interest, and will raise one (or more) of the following issues: - The Collective Bargaining in the public and private sectors -Social Protection issues; Wage Bargaining, Pension Reform, A Global Health Care Coverage, Unemployment Insurance, Education, or any other social dialogue related issues.   In close collaboration with the TL: The JNKE will facilitate the preparatory meetings for the forums; Design and implement at least one Inter-Lebanese Forum addressing socio-economic topics; Mobilize different Social Partners (Employers’ Associations, Trade Unions and Civil Society Organizations) to achieve concrete outputs and recommendations that will ensure good potential for the sustainability for future implementation and practice of the Social Dialogue Strategy in Lebanon; Assist in the evaluations of Forum(s) with the relevant stakeholders. .  Methodology In close collaboration with the TL, the Junior NKE will: 1)      Prepare for the technical and conceptual arrangements of the forum(s); 2)      Jointly with the ECOSOC partake in mobilizing of Social Partners (Employers’ Associations, Trade Unions and Civil Society Organisations); 3)      Contribute to documentation of all works providing evidence (as reports) in soft and hard copies, including all materials and hand-outs (distributed as background readers and/or facilitating discussions) these must be translated into Arabic.  . Deliverables The usual place of provision of discharge of services is the Project office housed within the Ministry of Labour Building, 6th floor, Chiyah, Beirut. The deliverables are as follows: Concepts developed for each Forum, including formulation of expected results, methodology, speakers, invitees, and programme contents; Rationale and selection of forum(s) on social and economic topics in close collaboration with the ECOSOC and TL; Support and provision of technical assistance in implementing forum(s) to address the governance of Social Dialogue in Lebanon; Following the conduct of forum (s), presentation of a concise report integrating all recommendations and suggestions proposed by the stakeholders to the TL.  . Time line: Works shall be implemented in the period December 2016 to June 2017.  . Language: All documents to be provided in English (except for the materials used and produced in Arabic, as stated above).  . Qualification and experience Qualification and key competences: University degree: Bachelor degree in Social Science, Political or Public Administration or related field Excellent verbal and written communication skills in English and Arabic. French will be an asset Strong interpersonal and communication skills Strong analytical and facilitation skills Application of the consulting approaches Professional experience: Minimum of three years of professional experience, preferably in areas related to facilitation and capacity building in private and public sector settings Experience in ENPI region is an asset Demonstrable workshop experience and facilitation skills (assisted in and organizing and managing at least 3 workshops/Training)
