Junior Non-Key Expert (Jnke) Reinforcement Of The Capacities Of Ecosoc To Better Perform Its Role

Objectives and scope of works for the Junior Expert: JNKE (90 w.d.) The overall objective of this Request for Proposal of Services is to organize a coherent series of workshops aiming at enhancing the coordinating-institutional role of ECOSOC as the key platform for social dialogue in Lebanon. This process will mobilize different Social Partners (Employers Associations and Trade Unions / Federation of Chambers of Commerce, Industry and Agriculture as well as Civil Society Organizations). The following Economic and Social topics shall be taken into consideration while implementing the workshop sessions; -          Reform and change in Lebanese policies aligned with ECOSOC priorities -          Public Private Partnership (PPP), models and experiences -          Competition in the Labor Market -          Migration pressures and their impact on the Social Dialogue mechanism in Lebanon -          Lessons learned from the banking sector (as a model for collective bargaining procedures) It is important to conceptualize those interactive workshops as a productive platform for open discussions and conducive to serve as a catalyst for the governance of the Social Dialogue in Lebanon. In recognition of the fact that Social Dialogue is not only an objective, but also a modality in a constituting process, the JNKE will also be responsible for facilitating the process of organizing those workshops and implementing them in close collaboration with the management of the Economic and Social Council (ECOSOC).  .  Methodology In close collaboration with the TL, the JNKE will: Facilitate the preparatory meetings for the workshops Make all necessary technical and conceptual arrangements for the conduct of workshops and facilitate their implementation, in collaboration with the ECOSOC Mobilize different Social Partners (Employers’ Associations, Trade Unions and Civil Society Organizations) to achieve concrete outputs and recommendations for the future of Social Dialogue Strategy in Lebanon. Collaborate with the TL regarding the implementation of the ECOSOC activities Assist in the evaluations of the workshop(s) with the relevant stakeholders. . Deliverables The usual place of provision of discharge of services is the Project office housed within the Ministry of Labour Building, 6th floor, Chiyah, Beirut. The deliverables are as follows: Concept developed for each workshop, including formulation of expected results, methodology and programme contents in close collaboration with the ECOSOC; Technical assistance provided in implementing workshops on Social Dialogue related topics; Preparation and submission of a concise final report integrating all relevant recommendations and suggestions proposed by the stakeholders;  . Time line: Works shall be implemented in the period December 2016 to June 2017.  . Language: All documents to be provided in English (of these, the Project will translate a selection into Arabic).  . Qualification and experience Qualification and key competences: University degree: Bachelor degree in Social Science, Political or Public Administration or related field Excellent verbal and written communication skills in English and Arabic. French will be an asset Strong interpersonal and communication skills Strong analytical and facilitation skills Application of the consulting approaches, including moderating of workshop and facilitating capacity building sessions.   Professional experience: Minimum of three years of professional experience, preferably in areas related to facilitation and capacity building in private and public sector settings Experience in ENPI region is an asset; Demonstrable workshop experience and facilitation skills (assisted in and organizing and managing at least 3 workshops/training)
