Junior Non-Key Expert (Jnke)- Development Of The National Social Dialogue Strategy (Nsds)

. Objectives and scope of works for the Senior Expert: JNKE (80 w.d.) The overall objective of this Request for Proposal of Services is to deliver a cohesive group of articulated building blocks, including an underlying rationale, jointly forming a conclusive National Social Dialogue Strategy (NSDS). This concept will inform discussions in the relevant Working Group (for this Component 1.1). The Working Group will be chaired by the MOL and will consist of the selected representatives from the spectrum of Social Partners (Employers and Trade Unions Associations/ Federations as well as Civil Society. It is important to conceptualise that the Working Group is indeed the driver of processes, whereas the Team of NKEs will support and facilitate the process of elaborating the Strategy. In recognition of the fact that Social Dialogue is not only an objective, but also a modality in a constituting process, the short-term consultants (the SNKE and JNKE), in close collaboration with the MOL Coordinators and the Project management should make submissions in the group meetings, for discussions, reflections and conclusions (on the progressive trajectory of the building blocks, finally forming the Strategy). They also will be responsible for facilitating the consensus building and consultations workshops pertaining to the National Social Dialogue Strategy with the MOL, Employers Associations, Trade Unions, and other relevant stakeholders. Works will comprise the following activities: In close collaboration with the TL, and under guidance of the SNKE, the Junior NKE will: Complement the conceptual process of Social Dialogue (SD) Strategy (NSDS) development by providing selected material research for the building blocks forming the Strategy, including work already done (paper on foundation of the NSDS), international experiences and practices with a stronger focus on the (MENA) region; Collaborate with the TL and KEs of the Project in all professional matters as and when required; Make all necessary technical and conceptual (curricular) arrangements for the conduct of workshops and facilitate their implementation, in collaboration with the SNKE and the Technical Assistance Team (TAT); In consultation with the SNKE facilitate the WG meetings / workshops by fostering group work discussions and their documentations, making presentations in PPT and other reference materials/ modalities; Assist in the  evaluations of the workshop(s); This list may not be exhaustive, and additional works (similar to the nature of this assignment) may be required by the TL.  .  Methodology In close collaboration with the TL, and under supervision of the Senior NKE the JNKE will: 1)      Review pertinent / relevant sources of information (with particular reference for the local challenges) informing Lebanese specific factors of SD strategy development; 2)      Present relevant sources in the form of informative readers (abstracts, diagrams etc.) for background information of workshop participants; 3)      Jointly with the SNKE and KEs partake in workshop preparations, and support to the Working Group by making necessary arrangements and contacts; 4)      With guidance from the Senior NKE develop a clear-cut institutional analysis of National key players in the field of Social Dialogue, for all sectors: public and private, covering: employers confederations, trade unions associations, civil society, and UN organisations, notably ILO; 5)      Review publications and draw on international and regional experiences, lessons learned in the area of Social Dialogues; the NKE should analyse  how the lessons can be transformed to the Lebanese realities at all levels of good Governance (macro, meso, micro); 6)      Participate and make presentations in workshop sessions (a total of 6 one-day-workshops is envisaged to finalise the discussions and achieve agreement on a National Social Dialogue Strategy (NSDS)); 7)       Contribute to documentation (writing and printing) of all works providing evidence (as reports) in soft and hard copies; all workshop materials (distributed as background readers and/or facilitating discussions must be translated into Arabic);   . Deliverables The usual place of provision of discharge of services is the Project office housed within the Ministry of Labour Building, 6th floor, Chiyah, Beirut. The deliverables are as follows: Assist Senior NKE in developing a training concept for each workshop, formulation of expected results, methodology and contents of the training, and the anticipated assessment by the participants will be presented to the TAT; Assist SNKE in organizing, implementing and assessing at least two (maximum of six) consultation and consensus building workshops on the NSDS in close collaboration with the TAT; Assist in implementing at least 3 full-day training sessions (possibly workshops) will be implemented for selected key individuals (“champions”) in the MoL to ensure full implementation of the National Social Dialogue Strategy; Assist SNKE in submitting at least concepts (so called “building blocks”) to be integrated into the final concise DRAFT Strategy on SD; On the basis of the Final Draft Strategy, the Junior NKE, with support from the Senior NKE, will develop a concise Draft Action Plan for submission to the Project TAT for sharing and discussion in the WG and final review;  Following each of the workshops, a report, including feedback from participants, will be submitted to the TL; The reports of the NKE team should integrate all the recommendations and suggestions proposed by the stakeholders (in workshops or other occasions) in order to foster national ownership of the strategy.  . Time line: Works shall be implemented in the period December 2016 to June 2017 (indicative). . Language: All documents to be provided in English (of these, the Project will translate a selection into Arabic). . Qualification and experience Qualification and key competences: University degree (Bachelors level, in Social (Political, Public Administration) Science or related field Excellent verbal and written communication skills in English and Arabic. French will be an asset Excellent writing and editing skills in English and Arabic Strong interpersonal and communication skills Strong analytical and organizational skills Application of the consulting approaches, including workshop moderation in capacity development   Professional experience: Minimum of three years of professional experience, ideally in areas related to Strategy and Action Plan development in public sector settings, preferably in Technical Assistance Projects; Experience in ENPI region is an asset; Demonstrable workshop experience and facilitation skills (at least 3 workshops assisted and managed / organised); Familiar with the National scene and underlying currents in Social Dialogue, verified by track record of works, including publications.
