PURPOSE OF POSITION:
To procure materials / services in order to ensure that required procurement needs are satisfied at lowest total cost to World Vision and services and material are delivered at the time needed as per the requested quality. Appropriately and accurately perform and leverage market analysis to support Procurement decisions. Develop and manage field strategic sourcing activities in line with procurement and implementation plans. Follow-up on the RFP process, supplier contracts/framework agreements and supplier relationships and performance.
MAJOR RESPONSIBILITIES:
Ensure the proper Implementation of required procurement processes from receiving the PRF to delivery of the required goods/ services for projects & Grants in Bekaa Area
Develop and update the Procurement database at the Field level and supply the NO with needed procurement data
Ensure the performance of Vetting on all suppliers, partners and consultants is done.
Provide procurement operational support guidance to WVL staff at the Bekaa field level
Ensure compliance with the procurement processes at the filed level, report any policy violation to related managers
Follow-up on the RFPs for strategic sourcing as required by the NO procurement team
Conduct positive and effective negotiations with suppliers at the field level as per the procurement manager’s guidance.
Initiate and manage standardized contracts with suppliers
Perform activities related to contract management at the field level.
Maintain filing for the procurement department as per the established standards
Update daily the electronic database on the shared folders as requested
Send monthly tracking sheet to PM at the NO (not later than the 1st week of each month)
Assessment of local market and identify suppliers according to the local and national needs
Ensure suppliers’ compliance to contracts’’ terms and conditions; delivery of quality products and potential future cost saving opportunities.
Support the project managers in the procurement plan and provide the needed guidance to ensure grants requirements are met
Facilitate the procurement committee meeting at the filed level, maintain the meeting minutes and prepare the related bidding analysis documentation
KNOWLEDGE, SKILLS AND ABILITIES:
University degree in Business Administration, Social Science, Procurement or similar degree
Strong understanding of market analysis and supplier evaluation,
Strong negotiation experience
Contract Management experience
Strong knowledge of local legal positions for contracts
Good Procurement expertise
At least 2 to 3 years’ experience in a similar position
Work experience and profound knowledge in Donors regulations
Experience with national and international NGOs or similar organizations
