Capacity Development Coordinator

Capacity Development Support: Lead on the capacity development activities with identified partners in terms of development and follow-up of plans, monitoring progress and measure impact. Oversee these processes with partners and other project staff, resulting in actionable capacity development plans to help partners address these priorities. Provide day-to-day supervision of capacity strengthening activities to ensure support to partners is tailored, targeted and responsive to their organizational needs and priorities. Work closely with the M & E Advisor to track and analyze the impact and quality of support provided, and make necessary programming changes if required. Facilitate relevant sessions and workshops with partners to identify strategic priorities in terms of their organizational and technical capacity development. Ensure coordination with other international organizations and partner agencies to ensure capacity development efforts and streams are harmonized. Coordinate with various team members assigned on particular follow-up items in the capacity Development Plan to locate and coordinate internal and external technical resources as needed Attends bi-weekly Partner Catch-Up Meetings, project kick-off meetings and any other meeting assigned by supervisor, collects follow up reports and takes all information related to capacity development place to include: challenge areas identified and lessons learnt. Create (as needed) reports for Donors on capacity development and/or reports to be used for lessons learned sessions with partners, feed in the lessons learnt in the capacity development and the process. Assess and monitor of capacity development process, provide input for developing tools and processes when needed. Keep a record of all capacity development resources and tools and update it on regular basis. Keep a record and documentation of all capacity development activities and relevant official correspondence. Assist in identification and mapping out of external capacity development resources and actors around the Syria response.   Program & Partnership Development Support Support the team with identification of new partners and assessing their capacities when needed Train, advise and mentor project staff on capacity development approaches and activities, including coaching and mentoring skills. Responsible for having a wide understanding of partner capacity on all levels in order to be able to input into the program and finance team on partner capabilities, areas of weakness and suitability for programmatic, operational and capacity development efforts. Support in the development of partnership evaluation process. Representation and Coordination As required by the supervisor, represent Mercy Corps at partner and internal meetings. Develop and maintain systems and protocols to ensure coordinated and effective communication between Mercy Corps and the local partners. Develop and maintain working relationships and coordinate with relevant international and local agencies, including humanitarian and human rights organizations, local authorities and local partners Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission. Assist in any other task or duty assigned by the supervisor. SUPERVISORY RESPONSIBILITY: None     REPORTS DIRECTLY TO: Program Development Adviser WORKS DIRECTLY WITH: All Mercy Corps department and staff as well as staff from partner(s) organizations KNOWLEDGE AND EXPERIENCE: University Degree or Higher in field relating to humanitarian and development work or a relatable field. 3-5 years of experience working in Non-Governmental Organization, with at least 1-2 years working through partnership approach preferably on Capacity Development. Desired demonstrated expertise in remote management or in emergency response programming in highly insecure environments. Experience in implementing humanitarian programs such as Livelihoods, Food Security, NFI distributions or WASH projects is preferred, experience in capacity development is highly preferred. Good understanding of structure and processes in NGOs including a working understanding of procurement, administration and finance systems Demonstrate knowledge of the Syrian conflict context and understands project needs. Commitment to local capacity building and past experience of engaging and working with local stakeholders in project design and implementation. Demonstrated capacity to collaborate closely with INGOs, national NGOs and Community Based Organizations. Good organizational and project management skills. Proven ability to work cooperatively with colleagues from other departments in a team environment, and to lead a diverse group of people. Strong facilitation skills and deep understanding of participatory methodologies for project design, implementation and evaluation. Knowledge of humanitarian standards and codes, including SPHERE, HAP is an asset. Demonstrated familiarity with the MS Office software (i.e., Word, Excel, and PowerPoint) is required. Show great initiative and be able to work well in a team and independently. Commitment to high level of confidentiality with sensitive information. Arabic and English language written and spoken is essential; Excellent written English is desired.
