Monitoring, Evaluation, Accountability & Learning Technical Advisor

The MEAL Technical Advisor will assist the MEAL Manager in being accountable to donors by implementing the Monitoring & Evaluation (M&E) strategy for each project/specific technical sector results frameworks, project monitoring plans, and common outcome indicators. The MEAL technical advisor will work under the direct supervision of the MEAL manager and the overall supervision of the Field Coordinator, based in Beirut base. The MEAL technical advisor position’s major objectives are to properly achieve the following global tasks: -  Supervise the quality of implementation of the Monitoring, Evaluation, Accountability and Learning plan per project in collaboration with the implementation teams -  Capitalization and Institutional Knowledge building -  Assist the MEAL manager in training Team leaders and field teams -  Assist the MEAL manager in analysing the data and feeding the learning mechanisms -  Assisting the MEAL manager in providing grant proposals and reports with accurate and qualitative data -  Responsible for the MEAL database accuracy and update -  Team management of one Information Management Officer   Responsibilities and tasks -  MEAL: He/She will ensure the quality of implementation, analysis and reporting of all MEAL-related activities -  Human Resources: He/She will supervise the Information Management Officer (IMO) -  Logistics and Administration: He/She will oversee the logistics and administrative duties related to MEAL activities under his/her responsibility -  Safety and Security: He/She will assist in following safety and security rules on-base and will transmit all safety and security information to the line manager (MEAL Manager) -  Strategy: He/She will participate in developing new operations as needed   Specific objectives and linked activities Implement the Monitoring, Evaluation, Accountability and Learning plan per project -  Participate in defining methodologies for surveys, accountability and learning processes -  Support field teams in routine surveys to improve quality of data collection -  Ensure a good communication with operational teams on preparation of MEAL activities, implementation and results of MEAL Provide grant proposals and reports with accurate and qualitative data -  Support in the development of proposals and reports by analysing quality and accurate data -  Assist the MEAL manager in feeding the learning mechanisms in coordinating with programme teams to improve the projects -  Supervise in keeping an organised archive system for MEAL related activities   Capitalization/Institutional Knowledge Building -  Organize training sessions on MEAL-related topics -  Systematically and regularly facilitate methodologically sound capitalisation sessions with the operations and MEAL teams by presenting the results of assessments, surveys and evaluations and jointly formulating recommendations -  Prepare MEAL capitalization documents -  Maintain a resource library related to the specific Field office/geographical area with internal or external information (such as assessments reports, post intervention reports, relevant external reports) -  Make sure that documentation of methodologies and activities developed is updated and well organized   MEAL team management -  Follow up the IMO according to the missions’ Standard Operating Procedures (daily management, performance evaluation, holidays management) -  Ensure performance evaluation of the IMO, and set up and follow up individual objectives -  Constantly liaise and coordinate actions with the MEAL manager of the base Ø Organization & Follow up -  Ensure proper coordination and liaison with the programs departments Ø Internal and external reporting -  Provide internal reporting on activities according to PU-AMI internal tools -  Prepare internal/external MEAL reports -  Produce high quality and timely contributions to proposals and reports   Mandatory requirements Knowledge & skills: Very good analytical and writing skills / High understanding of project cycle management / Good technical competences in data collection and analysis / Good team spirit Computer skills: Good knowledge of the MS office software (including Word, Excel, Outlook) Other: -          Pedagogical skills -          Good knowledge of humanitarian actors and donors   Assets Interest: -       Strong motivation to help people in needs -       Understanding of the political situation in the area Transversal skills: -       Well organized and attention to details -       Conflict resolution and diplomacy experience -       Ability to analyse and suggest improvement -       Autonomy, neutrality, hard worker -       Able to manage stress and pressure -       Ability to work within a team
