Vacancy number: FVAC16.016 Job Title National Consultant  for Community Mobilization Division/Department FAO Representative in Lebanon Programme/Project Number TCP/LEB/3503 “Strengthening the Coordination of the National Afforestation and Reforestation Programme in Lebanon” Location Beirut - Lebanon Expected Start Date of Assignment 15 November 2016 Duration: 10 days during 3 months Reports to Name:               Mr. Abdel Hamied Hamid                            Dr. Maurice Saadé Title: Senior Regional Forestry Officer/RNE FAO Representative in Lebanon   General Description of task(s)andobjectives to be achieved   In order to complete the implementation of forest management plan and a reforestation business plan, a participatory approach with involving all the community members is required. The National Consultant for Community Mobilization will liaise between the project team and the community members in the identified areas where pilot activities are to be implemented.   Specifically, the consultant will perform the following tasks:   - Participate in the workshop addressing fund raising mechanism and managing. - Conduct the necessary meetings with community members, including their authorities, local CBOs and NGOs, and all the land users in the reforested sites, or in their neighbouring areas (shepherds, hunters, beekeepers, non-wood forest products collectors, wood harvesters, farmers, water users, tourism operators, hikers, civil defence, etc.) to: - Identify their linkage with the existing land cover and use, and their perspectives from reforestation and forest management activities. - Identify major barriers and assets for the implementation of a forest management plan or a business plan for reforestation. - List all the correction measures to overcome these barriers as suggested by community members and by the incumbent consultant. - Provide the necessary feedback to the project team, in order to make the necessary amendments, in the respective plans, and any other suggestion in order to accomplish the activities in optimal conditions - Translate the final English texts (plans) into Arabic, and disseminate them to the local authorities and relevant communities’ members for validation.       key performance indicators Expected Outputs: End of assignment report with findings related to the above tasks and recommendations to be deliberated and validated by representatives of the communities and local authorities. Required Completion Date: 15 February 2017 Required Competencies Academic Qualifications The consultant must have a Degree/Diploma in Sociology, Public Relations, or relevant fields; an extensive knowledge in Lebanese social and environmental context, namely those related to conflict resolution, community mobilization, and/or awareness raising with at least 5 years of experience. Technical Competencies and Experience Requirements Good communication skills (facilitation, extension, conflict resolution)  Working experience with an international organization is desirable; Excellent Arabic and English writing skill; Good computer skill; Flexibility and ability to work within a team, to travel in country and to work onsite.
