Monitoring & Evaluation Officer

  Main responsibilities   Ensure data collection using MdM monitoring and evaluation (M&E) tools by performing regular field visits to the primary health care centres (PHCCs) and during outreach activities. Guarantee timely and accurate information. Collect the needed data in the PHCC and among partners. Produce written reports on a weekly basis: field visit reports, weekly facilities check list, etc. Participate in the formulation of data collection forms and monitoring templates, exit and satisfaction surveys, focus group discussions and individual interviews with beneficiaries of services. Participate in the analysis of data collected. Participate in regular meetings with the rest of the team to provide updates on data gathering progress, and to receive guidance and instructions from direct line manager; Report number of referrals made from PHCCs to secondary health care centres (SHCCs) on a regular basis.     Main responsibilities and activities of the M&E officer can change according to the organization of the work and to the composition of the team.     Main activities   1.     Monitoring and evaluation: data collection Ensure data collection using MdM monitoring and evaluation tools by performing regular field visits in the PHCCs and during outreach in Central, West and North Bekaa.   With the support of the Medical Coordinator verify the accuracy of provided information (daily consultation form, morbidity, monthly validation of consultations, etc). Guarantee timely and accurate information.   2.     Reporting and data analysis Give inputs in designing tools used to collect data from the PHCCs and outreach activities (questionnaires, checklist, individual interviews but also beneficiaries’ satisfaction surveys and exit surveys) in coordination with the Program Coordinator. Produce written weekly and monthly reports (field visits reports, weekly facilities check lists), and submit them to the Program Coordinator. Assist in generating summaries for analysis when required (graphs, tables, reports) from the database. Under the supervision of the Program Coordinator, record activities and data and archive them in appropriate forms.   3.     Coordination Participate in regular meetings with the program team to provide updates on data gathering progress. Participate in regular meetings with the partners’ PHCCs.         4.     Capacity building of MdM partners The job might require some coaching and support to partners’ staff in the PHCCs, possible health awareness sessions or training.   5.     Accountability: Support the Program Coordinator and the database officer for the Beneficiary Satisfaction Survey. Follow-up on the quality and accountability of activities.
