Job purpose
The procurement officer is responsible for managing the procurement process of products and services in the organization. He/ she also provides oversight advice and guidance to managers and employees on procurement matters, using the most effective deals and suppliers.
Duties and responsibilities
Checks Purchase Requests to ensure that all necessary information is filled, clear and sufficient for procurement processing;
Prepares RFQs & RFPs;
Facilitates bid openings, collects quotations from the market, compares bids for best value and awards the selected vendor;
Issues Purchase orders;
Follows up with vendors to deliver products and services on time;
Ensures products are received in accordance to Ana Aqra association and donors standards;
Administers contract performance, including delivery, receipt, warranty, damages and insurance;
Reconciles or resolves value discrepancies;
Prepares procurement memos;
Prepares and maintains database for the suppliers and price lists;
Ensures that all goods and service procurement actions conform to Ana Aqra’s best practices, donors rules and regulations, and Lebanese laws;
Supplies products and services to project sites in compliance with project requirements;
Maintains tracker of existing and forecasted procurements for the project and regularly updates it;
Develops and/or maintains service/contractual agreements necessary for the operation or implementation of the project;
Coordinates bidding, contracting, ordering and purchasing of products & services to ensure transparency and accountability;
Assists staff as needed on creating clear and understandable purchase requests;
Qualifications
University Degree in Business, Accounting, logistics or any related field;
Minimum 5 years procurement management experience;
Understanding of the local market trends and supplier network;
Understanding of non-profit organizations;
Proficiency with MS Word and Excel;
Ability to integrate and work well within a team;
High level of individual initiative, planning and good judgment;
Excellent communication and writing skills;
Excellent Negotiation, interpersonal, organization and decision-making skills.
