Child Protection Capacity Building Consultant

Job Overview/Summary The Child Protection Capacity Building Consultant will build the child protection team’s capacity to use internal and external tools effectively.  The consultant will also build the capacity of the team to provide effective psychosocial support to persons at risk and their family members. The consultant / short term expert staff will be recruited by SAWA to plan the actions to strengthen its community based approach and to assess the relevance of enhancing the engagement of the organization in focused activities. The consultant will support SAWA in planning new activities for 2017, as per a methodology which will ensure strong linkages and proper referral between SAWA beneficiaries and other case management structures, as per the available mapping of child protection agencies.   Key Working Relationships Position Reports to:  Programme Manager Position directly supervises: Technical supervision of all child protection team members (CP Supervisor, Animators, and Social workers) for the implementation of CP activities. Other Internal contacts: General Coordinator, Field Coordinators   Job Requirements Responsibilities The Child Protection Consultant will work in cooperation with the Child Protection Coordinator and in coordination with the Program Manager and the Partnerships Coordinator. He/She will have to complete the below tasks: Performing a desk review of SAWA’s child protection activities and of the relevant community based approach and PSS concepts. Deliverables: Desk review report and Presentation to SAWA team.   Assessing the current SAWA UNICEF funded Child Protection Program through field visits in the Bekaa region and identifying actors involved in relevant sectors for referral purposes. Deliverables: Field visit reports, Presentation to SAWA team.   Reviewing the content of the awareness sessions for children and caregivers and suggest new content and review tools and standard implementation methodologies. Deliverables: Update/Build curriculum for the awareness sessions and Presentation to SAWA team.   Drafting a plan of action, through a participative approach, to transition SAWA’s activities to a community based approach and identify practical tools to enhance community engagement. Deliverables: Plan of action, Practical tools and Presentation to SAWA team.   Drafting a plan of action, through a participative approach, enhancing SAWA’s approach towards PSS and considering a focused approach. Deliverables: Plan of action and Presentation to SAWA team.   Drafting an M&E framework to assess the impact of action plans. Deliverables: M&E Framework and Presentation to SAWA team.   Training SAWA coordination staff on the use of the M&E Framework Deliverables: Training curriculum and training.   Monitor team members’ identification of individuals in need of referral, ensuring that thresholds for referral are clearly defined and consistently applied. Deliverables: Reports and training.   Provide ongoing coaching/individual supervision to team members in order to support their capacity to introduce protection case management safely and effectively. Deliverables: Training curriculum and training.   Performing training to build the staff capacities to implement the action plans Deliverables: Training curriculum and training.   Coaching the staff on the implementation of the plan of action Deliverables: Coaching / Field visits reports.   Submitting a final report with the strategy of SAWA in relation with Child Protection Presenting it to SAWA and UNICEF Deliverables: Final report, Power point on the report, Presentation to SAWA team.   Work Experience / Skills: Minimum of 7 years of professional experience in social work or a related field. Familiarity with case management for persons with mental health issues, disabilities, security concerns and/or serious and ongoing medical conditions is required. Previous experience training case management/social work staff is required. Previous experience with NGOs or UN agencies; Previous experience in the sector of community based protection as a coordinator, psychologist, trainer or senior social worker; Previous experience in implementing psycho-social and protection programs (design of workplan, logframe, M/E tools, vulnerability criteria, reporting, etc.); Excellent written and oral communication skills in English; Very good communication skills in Arabic; Knowledge of the Lebanese and of the Syrian crisis contexts; Familiar with LCRP, MOSA national action plan, UNICEF priorities;
