Area Coordinator

Responsibilities and Duties: Represent RI at inter-sectoral working groups, interagency, NPTP meetings, and other meetings as required in the designated areas of intervention. Establish close working relationships with NGOs, INGOs, host government agencies, and U.N. agencies operating in the designated areas of intervention; meet regularly with representatives from these organizations and identify areas of collaboration and coordination. Assist the Program Manager in the quarterly report; Work closely with RI's program staff and partner organizations to ensure the proper implementation of the programs functioning in the targeted areas. In coordination with programs’ staff and other departments (when required); design, implement, and update accordingly the programs’ work plan. (This includes mapping phases, conducting assessments, identification of beneficiaries (RAIS scoring), distribution phase, follow up and monitoring phase through PDMs, etc). Provide technical guidance and support to programs’ staff on programs’ related activities. Design training material and provide necessary capacity building trainings (technical and/or operational) to designated parties (including programs’ staff and stakeholders) when required. Support in the development and updates of the programs’ approaches, activities, and Standard Operating Procedures (SOPs). Ensure constant and consistent coherent coordination between acting cash actors in field designated areas. Engage with municipalities and other local authorities or actors as necessary ensuring constant and consistent coherent coordination to facilitate access and security in the designated areas of intervention.    Develop TORs, recruit, and train field staff for the programs. Ensure direct supervision and coordination with field staff in relation to programs’ activities with the oversight of the Program Manager. Ensure proper mobilization and daily implementation of all programs’ field related activities (technically and operationally) through constant internal coordination and regular follow up with relevant RI staff in all departments (HR, Operations, Finance, and M&E) with the oversight of the Program Manager. Ensure Quality assurance/control of all project activities in coordination with M&E department. Ensure constant close and direct coordination with the Information/Research officer and the finance department on the cash component of the programs. This includes direct monitoring of the cash flow/follow up in regards to the assistance provided to beneficiaries, the complaints mechanism and replacement cards. Ensure direct coordination with the Program Assistant on administrative / logistical matters supporting in program mobilization and follow up. Maintain constant updates on community status (Refugee and Host) in the designated areas of intervention, communicating any updates to the Program manager and RI programs’ staff as necessary.  This includes the evolving security situation in the targeted areas. In coordination with RI's Program Manager, M&E Team, and RI program staff, compile program activity information, evaluating progress towards achievement of program outcomes. Maintain good inter-team dynamics and communication building the necessary capacity of the field staff to ensure accurate meet of program indicators and enhancing program development Ensure consistent direct daily communication with the Communications Coordinator in regards to field implementation and targets reach within the Communication component In coordination with the Communication Coordinator design, plan, implement, and update accordingly the work plan in relation to the communication component In coordination with Communication Coordinator follow up on field activities and overall programmatic objectives in regards to the selected LNGOs In coordination with the Communication Coordinator follow up on sub-grants (budget and contract requirements) Design and implement field plans (daily) and ensure proper implementation of the Mobile Communication hubs (daily targets and outreach). Conduct regular team meetings with field staff to follow up on programmatic implementation Coordinate with the M&E department on the implementation of the program’s monitoring and evaluation plan and implementation process providing support as needed. Report on a bi-weekly basis on progress of programs’ implementation to the Program Manager Support RI in Program development when needed Other duties as required.   QUALIFICATIONS & REQUIREMENTS: This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment. Minimum of three years professional experience working in emergency response programming; Demonstrated knowledge of the Beirut area, including geography, key actors on the ground, the refugee situation; Proven data collection and data management experience; Excellent interpersonal, communication, public speaking, and strategic planning skills required; English and Arabic fluency required; Experience in monitoring and evaluation implementation a plus; Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently; Experience working with refugee populations in emergency response context; Sensitivity to the extremely vulnerable conditions of the target population, and ability to effectively communicate with beneficiaries and other stakeholders; Excellent time management skills and resourcefulness with strong attention to detail.
