Wash Engineer

Job Summary The main purpose of the position is under the direction of the WASH Programme Manager to oversee all activities relating to design and implementation of WASH infrastructure projects in Akkar North Lebanon. The role will also include technical support in terms of water quality control and related activities. The WASH engineer will be responsible for day-to-day management of project activities together with working with local authorities to ensure successful project implementation to the highest standards in accordance with beneficiary needs and in-line with Concern’s and donor’s policies and procedures. The WASH Engineer will conduct regular site visits to inspect work progress and quality of completed works, reporting back his findings to WASH Programme Manager. Duties and Responsibilities Contracts Management * Participate in the preparation of technical tender documents as necessary, ensuring that Concerns’ and donors’ policies and procedures are applied and followed in the selection of contractors, ensuring that all decisions are well documented * Ensure a solid paper trail of all contracts from tender to evaluation of works including any correspondence with contractors, local authorities and communities * Ensure all contractors work is evaluated and evaluations are formally documented. Project Planning, Design and implementation * Participate and control the implementation of Concern’s current water and sanitation infrastructure projects in Akkar, North Lebanon as indicated by Project and Programme Manager * Participate in the development of programme proposals under the guidance of senior management as necessary * Contribute to the overall development of WASH infrastructure projects including proposal writing, donor reporting and budgeting * Ensure adequate participation of project stakeholders (especially target communities) in all stages of the Programme cycle. * Provide support and technical advice for water quality measures (sampling, testing, treatment …etc), providing an overall technical overview of the water quality activities. * Assess and advise on water treatment options * Oversee the day to day management of assigned WASH infrastructure activities * Ensure that technical surveys are completed and documented as required. * Provide and develop contract documentation including scopes of work, scopes of services, technical specifications, and contract plans commensurate with project needs. * Prepare regular reports for WASH Program Manager and /or Senior Technical Advisor members upon request. * Provide technical and management inputs to site supervisors and field staff * Take a leading role in ensuring that all the necessary resources are in place to deliver on the WASH activities (staff, logistics, consultants, contractors, equipment and finances) in accordance with plans and objectives. * Develop accurate budgets for the implementation of each infrastructure project and ensure they are managed closely * Ensure that all WASH-related activities are well documented, including technical surveys, meetings with contractors, local authorities. * Monitoring of project costs, while ensuring project capital approval budgets are not exceeded, and report cost trends in a timely manner. * Ensure the production of timely reports in accordance with donor agreements and Concern systems  Coordination & Representation  * Represent Concern Lebanon at local WASH meetings as necessary and agreed with line manager * Ensure that Concerns WASH activities are well coordinated with other actors and stakeholders in the programme area including both local authorities and humanitarian actors. * Work with the community, ensuring they have full knowledge of the on-going project, its progress and expectations Engineering * Oversee and carry out assessments of sites for the implementation of planned engineering works * Participate in the design of the engineering works, following best international and humanitarian best practice and in line with Concern, donor and local authority policies and guidelines * Ensure that all necessary permits and permission from local authorities and other stakeholders are in place in advance * Prepare technical documents such as tenders, BOQs, procurement documents and oversee material and equipment purchases and delivery as necessary * Provide timely technical advice and feedback to the contractors on site on a regular basis ensuring implementation of construction projects of the highest quality and are in accordance to agreed designs, policies and procedures and timelines * Ensure that project work sites meet legal guidelines, environmental directives and health and safety requirements. * Ensure that the end user can use completed infrastructure works by ensuring a proper hand-over and facilitating technical support or training as necessary. Project Implementation/Management * Ensure accurate drawings and other as-constructed information for new installations are internally registered and available * Inspect on daily basis construction activities at each site to ensure adherence to agreed standards and processes. * Provide technical input in the general supervision, progress of construction activities and control of quality of materials and workmanship. * Monitor the delivery, handling and utilisation of materials at site. * Produce weekly/daily progress reports on the construction activities, contract status and beneficiary participation as required by Programme Manager * Appoint and supervise Site/Project Engineers and Field Officers required for successful project implementation. * Direct and lead consultants, contractors and suppliers to achieve project deliverables. * Inspection of workmanship and work standards at site works with strong reliable proactive leadership. * Monitor the progress of the site and prepare measurement’s sheet every two weeks and prepare all documents related to the payments. * Deliver successful project outcomes measured in terms of time, cost and quality * Set up files to ensure that all project information is appropriately documented and secured * Monitor the progress of the project and make adjustments as necessary to ensure the successful completion of the project * Establish a communication schedule to update stakeholders including appropriate staff in the organization on the progress of the project * Review the quality of the work completed with the project team on a regular basis to ensure that it meets the project standards Staff Management: * Lead and manage assigned staff, contributing to their capacity building and career development. * Monitor and review performance and hold staff accountable for meeting the success criteria; give corrective feedback where required and take decisive action in the case of poor performance. * Organize and plan work within the team(s) in a way which will meet the organization’s needs in the most cost effective manner possible; ensuring that team members are given appropriate workloads and are working efficiently Work Ethic: * Contribute to the establishment of preventive measures to reduce the potential for abuse in Concern programme * Undertake other related duties as may reasonably be assigned by the Project Manager, Programme Manager, Senior Technical Advisor or Concern’s Country Management Team Skills, Qualifications, Experience and Attitude Required * Bachelor’s degree in Civil engineering, Biochemistry, or related technical qualification. Master degree is desirable. * Familiarity with Lebanese and SPHERE WASH standards * Excellent written and oral communication skills and English and Arabic. Knowledge of French is an asset. * Experience in community based approaches * Experience in water quality testing and monitoring is desirable * Excellent knowledge of Microsoft office and email. Knowledge of MS-Project or similar is an asset. * Knowledge of the Health and Safety regulations in the Workplace. * Good track record of managing and leading a team * Experience liaising and collaborating with local government authorities in North Lebanon * Established network of contacts with local government authorities in North Lebanon is desirable * Experience in capacity building of local organisations * High level of self- initiative, autonomy and problem solving skills * Ability to work in a systematic and organized manner * Ability to be pro-active with tasks and duties, foreseeing challenges and delays * Ability to work calmly and efficiently under pressure, prioritize tasks and meet tight deadlines * Ability to negotiate and assist in the resolution of disputes/conflict * Familiarity with the SPHERE Project and Minimum Standards and Lebanon construction standards * Experience in conducting surveys, managing and analysing data and statistics * Willing to work in the field as per need of the project activities including occasional overnight stays away from home base * High integrity and willingness to conduct her/himself transparently and open to scrutiny * Strong negotiation and listening skills * Diplomacy and assertiveness; the ability to confront and discuss sensitive issues with respect and care * Strong empathy skills and genuine care and respect for needs of others * A belief in empowering marginalized and disenfranchised people * Ability to respect and maintain confidentiality * Commitment to humanitarian principles and values * Non-judgmental attitude and respect for Concern’s beneficiaries, other staff and people that Concern deals with * Commitment to Concern equal opportunity and gender practices
