Background HelpAge International is a global network of not-for-profit organisations with a vision of a world where older people fulfil their potential to lead active, dignified, healthy and secure lives. With more than 70 affiliates and 300 partners across more than 50 countries the HelpAge International network brings together hundreds of organisations worldwide. HelpAge International has a secretariat with offices in London and Brussels, five regional centres in Africa, Asia/Pacific, Latin America, the Caribbean and Central Asia, seven national programmes and a number of emergencies. HelpAge International, in partnership with Handicap International (HI), is working in Lebanon and Jordan where there are more than 70,000 Syrian refugees aged 60 or over. Since January 2013, HelpAge has been working in partnership with Handicap International on an Inclusion Programme that works with humanitarian responders to ensure humanitarian assistance reaches older people and people with disabilities – two vulnerable groups that are often neglected in humanitarian response. HelpAge is now expanding the programme in the region in order to ensure that appropriate and relevant health care services are available for older refugees in Lebanon, in particular treatment for chronic, non-communicable diseases that affect so many older people. The programme will be implemented in partnership with a Lebanese local NGO. Relations with others This post will be based in the HelpAge International project office in Beirut, Lebanon, with key relationships extending across the Lebanon based projects and with all partner organisations offices. Functional links Project Manager (based in Beirut, Lebanon) and Eurasia and Middle East Regional Humanitarian Head of program (based in Amman, Jordan) Purpose of the job To coordinate the activities among the selected local partners of the project with a focus on developing and implementing an M&E framework. Specifically: • Provide guidance on approaches and methods for monitoring and impact assessment • Develop monitoring skills in a number of key staff across all regions • Support effective management and use of evidence emerging from project monitoring and evaluation to achieve BMA and HAI’s programming and advocacy objectives. Key Tasks: • Provide support to selected partner organizations to implement integrated programme monitoring activities with a particular focus on effectiveness and impact assessment. • Conduct field visits to ensure proper implementation of the project activities • Support the work of the cross organisational Group on Learning and Monitoring and promote through effective internal communication a stronger awareness of demonstrating and using results • Identify shortfalls and bottlenecks in the implementation of planned and propose recommendations and corrective measures as necessary • Advise on the implementation and management of flexible and simple lesson sharing methods at programme, national and international levels to promote learning across the project and contributing to an overall impact assessment framework. • Identify and support the development of relevant research and analysis skills for staff at all levels in order to build organisational capacity for impact monitoring and assessment. • Support and facilitate the participation of older people and other stakeholders in monitoring, and impact assessment and review, in order to improve organisational accountability to all stakeholders. • Work with project staff to analyse, maintain and supply evidence emerging from project experience, and feed this back into future programming/projects. • Advise on resource allocation requirements (human and financial) necessary to mainstream sustainable impact monitoring and assessment processes in the long term. • Represent HAI at external meetings, including those initiated by HAI in the Regional Office and engage with external networks relevant to increasing the capacity of the organisation to effectively demonstrate results and learning. • Undertake any other duties as and when necessary to fulfil the objectives of the post and of HelpAge International. • Make sure that partners provide timely and quality reports/activity. • Prepare report for all training and other activities financed by YMCA but led by HelpAge. • Provide necessary capacity building and training to HelpAge partners. Extent of authority The post holder will be guided by Donors guidelines, HelpAge’s Global strategy and corporate indicators and work to achieve HAI’s organisational goals withinn a rights based perspective. Initiatives/analysis The post requires experience in a cross-organisation role, a high degree of analytical ability, initiative and self managed output. Considerable travel to work with staff in a limited number of identified local partners offices in Lebanon will be required. Person Specification Essential • Experience of designing and developing monitoring, evaluation and impact assessment systems. • Understanding of principles of rights based programming and issues of accountability to beneficiaries and stakeholders. • Knowledge and experience of using qualitative and quantitative data collection and analysis methods, including basic statistical packages. • Demonstrated ability to train and develop skills amongst staff in the above areas. • Proven ability to contribute to and develop organisational learning objectives. • Experience of team working and demonstrable experience of working collaboratively across disciplines. • Proven excellent presentations skills in English and Arabic; written and oral. • Experience of research and writing, including papers for presentation and reports. • Ability to travel. • Proven ability to be self-servicing, proficient in the use of internet and word packages (word, excel, power point etc.). Desirable: • Experience of working with local NGOs. • Experience of working collaboratively with INGOs. • Experience or working knowledge of ageing and the issues facing older people in emergencies. • Working knowledge of French is an asset.
