TERMS OF REFERENCE (TOR) Film Production Consultant Lebanon Reforestation Initiative 2016        I.            Introduction  1-      Project Background Information  The Lebanon Reforestation Initiative (LRI) is a Lebanese NGO registered at the Ministry of Interior and Municipalities under no. 1186 on 18 June 2014. LRI started as a project launched in 2010 by the United States Forest Service (USFS) Office of International Programs (IP) through the support and funding of the United States Agency for International Development (USAID). LRI's mission is to restore Lebanon's native forests and to instill commitment to reforestation and wildfire prevention and response, through capacity building of local communities and organizations. 2-      Governance and Social Stability Recent economic, social and environmental developments have increased attention given to the role that good governance and sustainable engagement of local communities plays in achieving long-term development goals. Reforestation being a long-term process that requires continuous follow-up and good management, active community involvement and community ownership of this process becomes crucial for its success. LRI seeks to ensure a process of community involvement and local community-based governance that enables interested local citizens or stakeholders to meet on equal terms to facilitate a participatory decision making process. The goal is to provide local communities and their constituent stakeholders with ownership of the project to help promote success and longer-term sustainability. LRI and through its Communication and Outreach component aims to highlight the social, economic and environmental impacts of the participatory reforestation activities conducted. While the direct beneficiaries of this project are local community members, LRI have identified two champions from two different communities in the Beqaa region to highlight how the project have positively impacted their life and how LRI have developed their capacities to better manage their local natural resources and how to raise awareness among their community members. 3-      National Awareness Campaign In line with LRI’s strategy to involve women and youth in the environmental cause, LRI plans to conduct a national awareness campaign during the beginning of the planting season (November) to increase the public interest, ensure dissemination of outplanting best practices and instill a national commitment to reforestation. This year LRI is planning to conduct the national awareness campaign with the theme of “Climate Change”. This campaign will include a 30-sec spot that will be broadcasted on TVs and on various social media outlets to raise awareness on climate change and measures to be taken to combat it.   II.            Purpose of the Consultancy LRI seeks a film producer to produce two short videos (success stories) in two different communities in the Beqaa region, in addition to a 30-sec awareness raising spot. For the two success stories; The Consultant in cooperation with LRI’s Communication and Outreach Specialist is expected to: Develop a script and a story board reflecting the life and work with the project for the two beneficiaries Conduct a one-day scouting in the village for each film Conduct filming in the selected locations – based on the story board (1-2 days) for each film Produce up to four drafts of the videos according to the agreed story board Deliver Two videos (up to 3:30 mins) in Arabic with English subtitles (Translation from Arabic to English will be done by LRI) Ensure production of all videos Submit all original documentary footage (raw material) Submit DVD copy, Web-standard file format, HD/SD copy   For the 30-sec spot; The Consultant in cooperation with LRI’s Communication and Outreach Specialist is expected to: Conduct a brainstorming session Submit three approaches for the spot based on the outcome of the brainstorming session and a story board Conduct one-day scouting in the village were the filming will take place Conduct filming in the selected locations based on the story board Produce up to four drafts of the spot according to the agreed story board Deliver a 30-sec video in Arabic with English subtitles (Translation from Arabic to English will be done by LRI) Ensure timely production Submit all original documentary footage (raw material) Submit DVD copy, Web-standard file format, HD/SD copy III.            Duration of Work  The 30-sec video should be completed by mid of October 2016 and the success stories should be completed by mid of November 2016.  IV.            Duty Station The filming will happen during the first three weeks of October, 2016, in the Beqaa region, for the success stories. As for the 30-sec spot, the location will be communicated when conducting the brainstorming session. LRI is in charge to get all authorization required to use any type of cameras in the identified location.     V.            Qualifications Ability to work under tight deadlines, under pressure, use initiative and manage own workload; Experience of using newer version of Final cut Pro or similar software for editing digital video; Experience working with local or international NGOs     VI.            Education Postgraduate or bachelor’s degree in communications, media, or related fields. Languages: English and Arabic   VII.            Individuals should provide the following: CV; Cover letter; At least three references including name, address, email, and telephone number from previous clients that LRI can contact; Proof of any previous relevant work carried out; Provide two three- to five-minute- films, on a related theme, produced and edited by the applicant. Must be viewable online; and Provide a detailed proposal including all the above expected deliverables and any other expected deliverables, with a quick draft concept for the success stories.
