RESPONSIBILITIES
Objective 1: Assess the roles, responsibilities and performance of 8 Social Workers to judge the utility of the work, the balance of roles with the PTs, the Social Workers’ skills, and the efficiency and effectiveness of the current division of labor
The TA will assess the Social Workers’ skills in the following areas of their work:
o establishing and maintaining a wide network of local contacts and ensuring their understanding of HI’s mandate and referral procedures
o disseminating a clear message to beneficiaries and to referral sources of HI services and policies
o organizing lists of identified beneficiaries, coming from community resource people, local structures and institutions, external referrals received, hotline and direct identification
o scheduling visits at HI Centers, health structures or in outreach modality, according to beneficiaries’ priorities and mobility restrictions
o assessing the basic and specific needs of the beneficiaries and their families, giving particular attention to any protection concerns
o assessing the socio-economic vulnerability of the refugees
o listening with respect and attention to the beneficiaries
o providing information on the services available to beneficiaries and their families
o identifying the need for referral to specific services, and providing the Referral Focal Point (RFP) with all the required information and documentation
o following up the referred cases, through the RFP, the receiving organization and/or the beneficiary, until a clear answer is given
o organizing the SW-PT team workload through a weekly plan, maintaining balance between identification, assessment and service provision, beneficiaries’ needs and external commitments
o informing the line manager of the team’s weekly needs and producing the related documentation
o completing a progress note after each intervention with a beneficiary
o following-up of individual and family cases to ensure the best possible outcomes for all the beneficiaries
o ensuring internal standards and guidelines are respected
o completing daily internal reporting tools (pack benef, weekly report, donation certificate) and any other reports to be made upon the line manager’s request
Objective 2: Ensure the continuous development of the technical skills of the Social Workers
o identify technical gaps and capacity building needs of the Social Workers, relying on direct observation, assessment of fundamental Social Work knowledge and skills, and on feedback from the Project Managers and Rehab/PSS Technical Advisors
o propose, in cooperation with Project Managers and Technical Advisors and under the supervision of the Technical Unit Coordaintor, a plan of capacity-building to match the Social Workers’ needs, to include changes in the job description if appropriate
o develop and deliver taileored training modules to reposnd to he training needs identified or if required identify an organize external trainings as appropriate
o ensure on the job skill improvement through frequent field visits, with special attention to expecially vulnerable persons and households
Objective 3: Contribute to the smooth coordination of field teams and to the alignment of the activities implemented with technical priorities and established frameworks
o Work in coordination with the Rehabilitation Technical Advisor to ensure complementary support from Social Workers and Physiotherapists.
o Work in coordination with the Psychosocial Support Technical Advisor to enable adequate referrals and follow up of cases
o In cooperation with the Technical Advisors and Project Managers, analyze tools and protocols pertaining the tasks of the Social Workers and suggest and implement, under the supervision of the Head of Technical Unit, relevant modifications if required.
Objective 4: Contribute to Handicap International coordination and cooperation with external actors.
Activities
o Ensuring trainings of external actors and partners according to the needs within your area of expertise and upon your line manager request
o Participating to external working groups and other meetings gathering relevant stakeholders upon request from your line manager
Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.
QUALIFICATION/ REQUIREMENTS
Educational Background and Working Experience
Masters in Social Work
• At least 5 years of professional experience in the field , including experience in vulnerability analysis and targeted responses, capacity building and coaching.
• Experience with NGOs, preferably in the Syrian emergency context
Professional Skills required
• Excellent understanding of Social Work focused on people with physical and functional limitations and vulnerability
• Effective communication, analytical, and problem solving skills
• Ability to propose workable solutions and identify their implications (positive and negative) adapted to the current and future needs of the Social Workers employed by Handicap International
Personal skills required
Strong interpersonal and intercultural skills
Ability to offer constructive criticism based on evidence and observed performance

Computer Skills
