GENERAL RESPONSIBILITIES
The data manager has to operate and maintain the database and data collection/back up hardware of the Monitoring, Evaluation, Accountability and Learning (MEAL) unit, which provides support to the Bekaa base of ACF. S/he provides advice and design suitable technological alternatives as per the request of the MEAL manager and the MEAL coordinator and supports the needs of the MEAL unit. The data manager overviews the cycle of data gathereing - basic data reporting (quantitative and qualitative). S/He contributes to the quality check of the compiled data. S/he ensuires a systematized, correct and timely computerization of all data collected from the field. S/he ensures and systemizes the recurrent (weekly, monthly) data reports are timely produced for the project teams. The data manager supports the capacity building of the field staff in data collection and supports as well the MEAL manager and MEAL coordinator on data analysis.
DETAILED RESPONSIBILITIES AND TASKS
Objective 1 : Operate and maintain ACF's database
Optimize database design/schemas to meet continuously changing project needs *** Operate and maintain the database, creating tables/queries/report templates for ad-hoc assessments and data collection exercices and needs *** Operate the databe for data input including data upload from Monitoring and Evaluation (M&E) data collection devices (tablets) *** Customize and troubleshoot data management modules *** Design a system to ensuire timely data inputs/outputs to and from the database *** Cross-check and ensure data quality before uploading it in the database *** Operate the database for data output ensuring regular updates and report of figures and statistics from the projects *** Ensuire confidentiality and security of the database and files.
Objective 2 : Operate and maintain ACF M&E hardware
Overview, assign and ensure proper use by the field staff of the M&E data collection data devices (tablets) *** Troubleshoot and maintain the data collection devices (tablets) *** Operate and maintain a Samba-based file sharing for the locase base (NAS) *** Systematically arrrange and file the digital library of M&E toolds (ODK/GRASP models, manuals, tutorials) *** Troubleshoot issues that arise with data tools used by the team *** Ensure data integrity : recurrent backup of the database and key data into the NAS.
Objective 3 : Support the implementation and monitoring of the data management aspects of the base's projects
Support the design and development data collection and analysis tools and guidelines *** Export and adapt data collection tools (questionnaires, interviews, checklists...) into the existing data collection platforms (ODK and GRASP) *** Data cleaning, analysis and reporting *** Produce statistical analysis *** Data entry (directly or with the support of data entry officers if available) *** Translate data from Arabic to English (when required)
Objective 4 : Contributes and supports the systematization of the data analysis cycle
Develop protocols for the collection of the data from Syrian refugees that are critical for the appropriate disbursment of aid programs *** Participate in the field team's training about data collection on the field *** Systematize, correct and timely computerize the data collected from the field *** Systematize the recurrent (weekly, monthly) data reports are timely produced for the project teams *** Support the MEAL manager and MEAL coordinator on data analysis
Objective 5 : Supervise the database and hotline officer work
Supervise that the database and hotline officer is following the protocols for the good use of the hotline *** Ensure a good service to the people calling *** Supervise the reference of the information to the department/organization in charge *** Follow up on actions taken regarding the calls received *** Ensure hotline is open for calls at pre-determinde operational hours *** Ensure that the translation of datas from Arabic to English is accurate and transpartent *** Ensure the good coordinaton and communication with other project staff
Objective 6 : General objectives
Conduct field visits if required and requested (i.e to ensure data quality and follow up on data collection techniques and skills) *** Respect ACF Charter and internal rules of ethics *** Support emergency interventions, as per the employee's capacities *** Support any activity that helps achieving ACF humanitarian goals, as per the employee's capacities
Objective 7 : Security
Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols ** Communicate to the security managers of the working location any security related information or non-compliance with the security plan
