Cash Based Interventions Deputy Program Manager

GENERAL RESPONSIBILITIES Under the supervision of the Program Manager (PM), the Cash based intervention Deputy Program Manager will be responsible of the implementation of cash based interventions of ACF Food Security and Livelihoods Department in Bekaa Governorate. The Deputy will be tasked to manage a team of 5 to 8 field officers and a supervisor to ensure that all cash based interventions are implemented and monitored in accordance with the program work plan and logical frameworks. DETAILED RESPONSIBILITIES AND TASKS Objective 1 : To ensure timely and qualitative implementation of cash-based interventions Support the Program Manager (PM) in designing of the beneficiary selection process *** Supervise the field officers in the beneficiary selection process on a daily basis and to actively support the process *** Present cash based interventions (e-cards, e-vouchers, payment methodologies...) work-plans, designs, and proposals to the PM based on on-going ACF programs and country strategy *** Plan and design trainings to be provided to cash-based intervention program stakeholders (vendors and similar) and participants *** Actively support ACF implementing partner in conducting their cash based interventions in the area *** Represent PM on daily encounteres with program stakeholers *** Provide written and verbal reports to the Program Manager at the agreed frequency *** Under the guidance of the PM, participate in the development of capitalization reports for each cash based intervention conducted by ACF *** Facilitate the implementation of pilot cash based interventions in Bekaa and present results iwht written and narrative reports to the PM *** PRovide distribution plans, procurement request to the PM based on the agreed project workplan *** Actively participate in budget follow up meetings with the PM *** Ensure project monitoring activities are implemented according to the project work-plan *** Support drafting of cash based interventions sector analysis sections in conducted assessments and surveys under the guidance of the PM and in coordination with the Monitoring, Evaluation, Accountability and Learning Manager. Objective 2 : To promote the comprehension and support the implementation of cash based interventions in Bekaa Collect and evaluate information on the rapid and medium to long term cash needs of the targeted populations in Bekaa and identify their needs *** Identify rapid and medium to long term cash needs of the refugee population and propose cash based intervention opportunities and methods in line with ACF country strategy to the PM *** Identify rapid and medium to long term cash needs of the vulnerable local population and propose how to meet these needs in line with ACF country strategy to the PM *** Under the guidance of the PM, actively coordinate with other agencies implementing cash based interventions in Bekaa *** Under the guidance of the PM, actively coordinate with other stakeholders in Basic Assistance sector and those implementing cash based interventions under other sectors in Bekaa *** Represent ACF in regional working group meetings in coordination with the PM and Food Security and Livelihoods Coordinator when the subject is cash based interventions *** Deliver a short report (1-2 pages) reflecting the food security and livelihoods situation with an emphasis on the economic situation (debt levels, rapid cash needs...)in the targeted area with proposed solutions every quarter. Objective 3 : To support other humanitarian activities of ACF To support the emergency interventions of ACF upon the request of PM *** To support ACF assessment and monitoring activities of ACF upon the request of PM *** To attend meetings with local municipalities, farmers's cooperatives, benefiairies and  non-beneficiaries upon the request of the PM *** To actively participate in intra-department meetings in Bekaa and Beirut *** To actively participate in inter-department meetings upon request of the PM. Objective 4 : Security Respect the security rules specified in the mission and base security plan, see to it that the team under his responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols ** Communicate to the security managers of the working location any security related information or non-compliance with the security plan Objective 5: Others Respect ACF Charter and Internal rules *** Be committed to participate to any other work assigned by your line manager in order to achieve the project goals *** Support emergency interventions, as per the employee's capacities ** Support any activity that helps achieving ACF humanitarian goals, as per the employee's capacities REQUIRED SKILLS, EXPERIENCE AND ABILITIES Bachelor degree in economy, food security, humanitarian action or any related field Knowledge in cash based interventions, food security, livelihoods, IT Two years experience working in cash based interventions, experience with different e-vouchers Experience in humanitarian and development organizations is desirable Good team worker, good listener, high communication skills, context analysis, flexibility and problem resolution Native Arabic mandatory, good level of English Good skills in MS Word, Excel, Outlook and smartphones
