Background and Context:
Welfare Association (Taawon) – Lebanon is an independent non-profit organization established in 1983 by a group of Palestinian business and intellectual figures to provide development and humanitarian assistance to Palestinians in the West Bank (including Jerusalem), the Gaza Strip, 1948 Areas, and the Palestinian communities in Lebanon. Welfare Association (Taawon) – Lebanon works in close collaboration with local partners’ active in the Palestinian communities on four sectors: Education, Community Development (including health, disability and micro loans), Culture and Relief and Emergency Assistance.
Welfare Association (Taawon) – Lebanon has been implementing since 2005 a holistic and multidimensional early childhood education program that seeks to enhance the quality of ECED in the Palestinian camps in Lebanon. It works by supporting grass root ECED providers through training of their KG teachers, enhancement of physical structure of KGs, supply of educational resources and support in networking with parents.
With funding from UNICEF Welfare Association (Taawon) – Lebanon is implementing an “early childhood education project” which includes a rehabilitation component. The rehabilitation activity target a KG in the Palestinian refugee camp of Baalbek Wavell; with the aim to help improve the children environment, creating safe friendly spaces for children. The rehabilitation intervention is planned over a period of 4 months.
Scope of Work:
The consultant will develop, in consultation with Concern senior management, a detailed work plan that will include undertaking at least the following tasks:
Conduct the assessment for one KG in Baalbak for rehabilitation of the playground and the library.
Fill in the BOQ needed for the rehabilitation of the playground and the library.
Assist in evaluation and contracting the contractor who will do the rehabilitation
Monitor and supervise the technical implementation of KG rehabilitation component mentioned above.
Ensure the quality of technical implementation of the project according to the program’s agreed criteria and based on the technical plan (including BOQs’, and implementation plan, preparing monthly reports).
Manage and oversee the daily laborers’ work and provide them with technical guidance.
Continuously evaluate the work activity and ensure effective use of resources in close collaboration with the project coordinator.
Ensure labor safety and security of labor and beneficiaries in the field.
Make sure all rehabilitation progress are within the Child Protection criteria
Daily report to the Project manager
Experience required:
Educational background in civil engineering or architecture, with ideally with a focus on rehabilitation and reconstruction.
Preferably professional working experience in managing and implementing NGO rehabilitation program.
Familiarity with non- profit and aid system.
Strong organizational and supervisory skills.
Ability to meet deadlines and work under pressure.
Working knowledge of computer’s using MS Word, Excel among other software. Proficiency in internet use and email applications
Excellent English and Arabic speaking/writing skills required.
