Field Officer In Charge Of The Overcrowding File

General description of the position: In charge of ICRC action addressing the causes and consequences of overcrowding in places of detention in Lebanon. The field officer reports to the Deputy Protection Coordinator in charge of detention. Main responsibilities Pursues the ICRC analysis of the causes and consequences of overcrowding in places of detention in Lebanon Contributes to the ICRC strategy and develops a PoA to address the issue Maintains or develops contacts with the national authorities (judicial, ISF, local authorities) to identify and develop mechanisms to address problems Maintains or develops contacts with local or international NGOs, IOs and donor countries to identify areas of complementarity and develop partnerships where relevant Drafts a study (in consultation with ICRC Legal Advisor and Prevention Officer) outlining the various legal steps and decisions involved in developing alternatives to detention Participates in visits of student and sitting Judges to prisons and analyses the output Participates in/organizes round tables and other meetings/fora or trips to explore proposed projects with the judicial and detaining authorities and other interested parties Ensures appropriate internal and external reporting Profile Legal background, preferably an MA in law, with previous experience with national authorities and a good knowledge of the judicial system in Lebanon Excellent analytical skills: capacity to analyze, synthetize and summarize; ability to think out of the box Proven communication skills, with the capacity to cooperate with various actors (NGO, judicial authorities, local authorities, donors) Fluent in Arabic and English; French an asset Proficient reporting in English Knowledge of the ICRC mandate, action and principles; previous ICRC detention experience an asset
