Project Manager

The Project Manager is a member of Near East Foundation team in Lebanon, reporting to the Country Director, Jordan and Lebanon. The Project Manager (PM) ensures the management and implementation of the project Reducing Economic and Social Vulnerability of Syrian Refugees and Lebanese in Lebanon. The project aims to reduce household economic vulnerability and reliance on harmful coping strategies of Syrian refugee and vulnerable Lebanese families by increasing access to livelihoods and protection information and skills; supporting the creation of home-based income-generating activities; and providing training and career guidance linked to savings and protection for adolescents. Responsibilities The Project Manager will be responsible for the following areas: Ensures the project components and activities are implemented as outlined in the project proposal and budget in accordance with NEF policies and regulations Develops, monthly updates, quarterly and annual implementation plans in coordination with project staff and local partner organizations. Maintains ongoing communication with project stakeholder regarding project progress and challenges.   Continuously assesses project’s context, assumptions and changes in the working environment to ensure that the project focus, strategies and activities remain relevant and to proposed adjustments when needed Establishes a positive working relationships with relevant government offices, local and international organizations, academic institutions and private sector actors with activities relevant to the project to identify areas for potential collaboration in coordination with country director. Collates/compiles field-generated information and completes periodic progress/final reports in a timely manner in compliance with donor requirements for onward incorporation in the program report. Engages in communication with NEF office in Jordan and Headquarters to ensure consistent information sharing and support including financial, administrative and HR information. Provides team leadership, technical capacity and motivational support to the Country Project team through orientations, individual operational plans, daily supervision, regular team meetings, learning and reflection events to implement effectively and efficiently project components. Ensures compliance with applicable donor rules and regulations, including familiarizing all relevant project staff to these. Recommend project changes including realignment of activities, budgets, contract extensions. Manages project budget including monthly review of expense reports. Prepares procurement plans and monitors procurement processes. Ensures security and appropriate use of project and NEF assets. Implement programmatic and financial recommendations from the Regional Finance Manager and Country Director applicable to the project. Supervise project staff as assigned. Contribute to program development, expansion, transition and sustainability strategies. Perform other duties as assigned. Qualifications and Requirements: The successful Project Manager must be a self-directed individual with the following qualifications: Expertise in one or more of the following program areas: income generation, SMEs, protection, gender & rights-based approaches, in addition to a proven record of effective project management, including project planning, implementation and managing a budget. Fluency in English and Arabic; excellent communication skills, including effective report writing. Proven skills in partnership building, influence and negotiation with a range of humanitarian actors, including governments, UN agencies, academic institutions, networks, national/local NGOs and community groups Strong facilitation skills, including the design and management of effective training, workshops and meetings with diverse participants. Sensitivity to cultural differences and the ability to work effectively across a wide variety of cultural contexts. Effective team player, able to develop and maintain effective working relationships within a disperse and dynamic team. Flexible, creative and solution-oriented approach in an innovative and frequently high-pressure environment. Familiarity in development or humanitarian operational environments in Bekaa, North and Akaar regions. Understanding of the concepts behind and practical application of humanitarian codes and standards such as SPHERE, People In Aid Code, and Core Humanitarian Standard. Competence with MS Office applications, including Word, Excel and Outlook.
