Program Officer

General Description   International Relief and Development (IRD) is an international charitable, non-for-profit, non-governmental organization that collaborates with local and international partners to design and implement humanitarian relief and development aid programs. IRD’s mission is to reduce the suffering of the world’s most vulnerable groups and provide tools and resources needed to increase their self-sufficiency. IRD was founded in 1998 and has grown over the past decade into an organization that is operating in many countries across the world.   IRD has been present in Lebanon since 2006, and the first activities included assistance to poor rural households in southern Lebanon adversely affected by the July War. Currently, IRD implements projects in Lebanon within the context of Syrian crisis supporting civil society organizations, Syrian and Iraqi refugees, and Lebanese host communities.                    Specific Responsibilities   Under the direct supervision of the Grants Coordinator, in coordination with the Program Coordinator, the Program Officer is responsible for the overall program implementation with a particular focus on grants; the specific duties include:   Support all aspects of the grants process, including proposal review and selection of grant recipients, award process, and grant projects implementation; Review submitted grant deliverables and ensure that relevant team members participate in the review process and approval of grants fund disbursements, in compliance with donor and IRD policies and regulations; Ensure that grants management policies, procedures, and practices are followed, including compliant expenditure of grants funds; In coordination with program staff, provide relevant inputs to the Partners Database and regular updates; Develop summary and progress reports related to the program components; Provide support in designing and implementing capacity building and networking events in coordination with the Program Coordinator e.g. draft relevant program material and reports, liaison with service providers and partners, etc. Provide an overall support toward effective implementation of all program components throughout the life of the program as to meet the program objectives and indicators; Collaborate closely with all staff to ensure coordination of program efforts Other duties as assigned by Grants Coordinator, as well as Program Coordinator and/or Program Manager.   Qualifications   Bachelor's degree Related work experience with international organizations or international NGOs is preferred Experience working on civil society and development projects is highly desirable Strong organizational, analytical and problem-solving skills Proven ability to learn quickly, take initiative, and be accountable for results in a fast-paced, fluid and challenging work environment Responsive to changing demands with strong leadership skills and a strong initiative Ability to multitask and work well under pressure Ability to maintain strict confidentiality Advanced knowledge of Microsoft Office suite Fluency in Arabic and English
