Human Resources Coordinator (Country)

All INTERSOS employees and consultant are expected to perform their roles and responsibilities according to INTERSOS Charter of Values and Code of Ethics. The job description is mandatory for all positions within INTERSOS and shall be signed by employee within the first week of employment.   Job title           : Human Resources Coordinator (Country) Reports to        : Head of Mission Duty station     : Beirut, Mount Lebanon, with regular field visits Position type    : full-time Net Salary        : 1850-2000 USD according to the experience of the candidate   Rationale   INTERSOS operations in Lebanon have been importantly expanding and human resources needs require more coordination in order to meet the increasing demands. For this purpose, a Human Resources Advisor supported the Mission in setting-up and adequate structure, while revamping procedures. A Human Resources Coordinator needs at this stage to be appointed in order to put adequate mechanisms in place and implement the recently revised Internal Regulation Guidelines and Annexes.   Job purpose   As a member of the Country Management Team, he/she works in close collaboration with the Head of Mission, Heads of Bases, Programme Coordinator, and Admin and Finance Manager, in addition to relevant staff in the Mission and at Headquarters. He/she is responsible for supporting and advising the country programme on the various human resources processes and systems.   Duties   -          Revamping, consolidating and implementing human resources procedures and mechanisms for national staff (in line with the Internal Regulation Guidelines and Annexes), in light of the local context and in line with INTERSOS global procedures, seeking for guidance and validation from the Head of Mission and relevant staff at Headquarters, where needed; and recommending needed change. -          Setting-up, enhancing and monitoring the implementation of human resources policies, processes, procedures, tools, guidelines, etc., including recruitment and selection, training and development, employee orientation and induction, performance management, compensation and benefits, and employee relations. -          Developing and maintaining comprehensive human resources policies, and ensuring that they are aligned with INTERSOS vision and values. -          Developing a standardized induction programme for national staff, in consultation and close collaboration with Headquarters. -          Advising both managers and employees about policies and procedures. -          Ensuring that internal regulations are in line with requirements of the Lebanese Labor Law. -          In consultation with relevant staff (i.e., Head of Mission, Heads of Base, Programme Coordinator, Admin and Finance Manager, etc. as needed), facilitating the design and development of organizational charts for the Mission, and ensuring that they are updated on a regular basis. -          Working with managers in developing and updating job descriptions and competency profiles, while ensuring consistency and harmonization between departments and field offices. -          Revising, harmonizing and reviewing the salary scale for national staff, while proposing clear mechanisms for salary adjustments. -          Planning and facilitating internal workshops for national staff as needed. -          Planning and performing field audits to ensure consistency in process application and proper documentation and filing are maintained. -          Providing support and guidance to managers in dealing with staff conflicts, disciplinary measures, meetings and actions as per procedures. -          Providing direct support and guidance on any issue that may arise from the staff regarding NSSF and Labor Law procedures. -          Supporting management in detecting training needs through consolidating staff performance results, and keeping track of action plans implementation and records to improve staff capabilities. -          Coordinating recruitment, training and support of field human resources staff when and where needed. -          Shortlisting and screening of candidates’ CVs and creating a database with the best qualified and the blacklisted ones. -          Being involved in the recruitment process of new vacancies and ensuring the respect of all the related procedures and requirements. -          Preparing and sharing human resources reports, in particular with reference to training and capacity-development. -          Liaising with external counterparts on human resources related issues. -          Guaranteeing the implementation of the national staff performance evaluation. -          With reference to international staff, coordinating and facilitating visa requests. -          Sharing regular ad-hoc reports of his/her work. -          Fulfilling other duties of similar level as needed -          Perform any other duties requested by the supervisor.     Education   University degree in business administration, human resources, or related discipline.   Competencies (knowledge, skills and abilities)   Professional competencies   -       Minimum 5 years of relevant work experience in human resources management. -       Extensive working knowledge of Lebanon’s employment laws. -       Good understanding of the humanitarian context. -       NSSF and Labor Law background. -       IT proficiency (i.e., Word, Excel, Outlook, human resources systems, etc.). -       Analytical and reporting skills.   Behavioral competencies   -          High integrity and transparency. -          Ability to facilitate change, and negotiate with diverse stakeholders to achieve organizational goal. -          Excellent communication, interpersonal and organizational skills. -          Talented in negotiation and networking. -          Experience and ability to train others, facilitate workshops and transfer knowledge. -          Ability to work under pressure and meet deadlines. -          High degree of flexibility.   Languages   -          Arabic native speaker. -          Proficient knowledge of spoken and written English.
