S/he assists in importation, storage and managing Medical supplies in the Medical Store of Central Warehouse; and also provides technical support to the procurement teams for Procurement of pharmaceuticals, medical devices and equipment’s.   (I)             Managing warehousing operation in Medical Store (60%)   Pharmaceutical Logistics Officer is to ensure: (i)             proper operation of Medical Store for medical supplies including placing the orders, receipt, storage and distribution to all Health Centers, maintaining up-to-date records using UNRWA Enterprise Resource Planning system in accordance with relevant schedules, policies, processes, standard operating procedures and instructions; (ii)            healthy and safe work environment by implementing and upholding hygiene, security procedures, safety, and standards of practice in the Medical Store; (iii)           that temperature, humidity and light exposure in the warehouse is in accordance with the requirements of the products, in particular ascertain that the cold chain is functioning, maintained, calibrated and storage conditions are according to the World Health Organization standards as well as satisfying national regulations; (iv)           the quality reports and/or related deviation reports are compiled and submitted in time with necessary documents as required; (v)            proper recording of medical supplies received as in-kind donations; (vi)           monitoring and reporting of compliance including but not limited to receiving, storage, picking, packing, loading, off-loading and dispatch of medical supplies, stock level, batch management, dormant medication or medication with a shelf life less than six months, follow up on any damaged or expired stock and destroyed material and subsequent destruction thereof. (vii)          regularly checking-up medical supplies in the Medical Store and alert Field Pharmacist in the Health Department and Transport Operation Officer in PLD as required to avoid stock out situations and ensuring proper timely replenishment.   (II)            Coordination with Port Operations (30%)   (i)             Represents UNRWA and acts as point of contact for local governmental and official bodies (such as Ministry of Health, Syndicate of Pharmacists and Syndicate of Physicians), legal, third party insurance companies, pharmaceutical inspection, and audit situations relating to import/export of UNRWA medicines and medical supplies.   (ii)            Obtain necessary approvals of all UNRWA pharmaceutical and medical supplies from the Ministry of Health, Syndicate of Pharmacists and Syndicate of Physicians, including scrutiny of shipping documents and authenticating official letters or technical reports in the import/export process and keeping records of medical approvals.   (iii)           Sign all documents using her/his pharmacy license for UNRWA as may be required by MOH and Syndicate of Pharmacist to import medicines in Lebanon.   (iv)           Manage and conduct Pharmaceutical Control Inspections of medical supplies at their temporary storage areas at ports of entry, including physical attendance and collection of inspected files.   (III)           Coordination with Procurement teams (10%)   (i)             Follow up with Procurement and Logistic Department  Head Quarter team ensuring timely procurement, transport and delivery of medical supplies to Medical Store in the Central Warehouse. (ii)            Provide technical support to the procurement teams in LEBANON FIELD OFFICE for procurement of pharmaceuticals, medical devices and equipment. (iii)           Performs any other duties as may be assigned by Head, Field Procurement and Logistics Office and direct supervisor.     PERSONAL & PROFESSIONAL COMPETENCIES (A)        Academic and professional qualifications   (i)         Bachelor of Pharmacy from a recognized university;   (ii)           Possession of a license to practice Pharmacy in the country of duty station;   (iv)           Possession of valid membership with the Pharmacists Syndicate in order to interact with local governmental and official bodies in Lebanon.       (B)        Experience   (i)         At least two years of experience in pharmacy services, one of which should have been in administration and                          Management of the medical supply operation;   (ii)        Experience in the use of computers and an understanding of their use in inventory management and health            Applications.     (C)      Language            Good command of written and spoken English and Arabic   (D)      Skills and Competencies   Ability to establishand maintain effective working relationships with others in team working environment;   Excellent communication and negotiation skills, sound judgment and demonstrated problem-solving skills;   Ability to use the computer especially programmes used by UNRWA;   Knowledge and skills in basic supply and financial procedures.     DESIRABLE QUALIFICATIONS:       (A)       Knowledge of pharmaceutical laws and regulations;   (B)       Knowledge of accounting, storekeeping and supply procedures;   (C)       Knowledge of WORD HEALTH ORGANIZATION guidelines in quality assurance of medical supplies in the international commerce. .   CONDITIONS OF SERVICE Salary: The initial contract will be consultancy (OD29), which may transition into a fixed term contract that is being established. The monthly salary will be in the range 1065 – 1310 USD depending of the contracting modality. The remuneration for Contractor Consultant Contract is a gross amount, while the remuneration for the Fixed Term Contract is a net amount complemented with additional benefits such as Provident savings fund and medical insurance.   Reimbursement of Pharmacy License Fee: Fee paid by the incumbent to the Syndicate of Pharmacist or any other concerned authority in Lebanon for renewal of her/his Pharmacy License shall be reimbursed by UNRWA as per actual on submission of original payment receipts.   EQUIVALENCY    When the minimum requirements are not fully met, the Director of Lebanon Field Office may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications, additional professional training and progressive relevant work experience.      NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.     ADDITIONAL INFORMATION The incumbent may be asked to travel in the field;   Possession of a valid driving license issued by the Government of Lebanon.     RECRUITMENT PROCESS The Recruitment process is based on the Agency’s strategy to obtain the best qualified and suitable employees through a competitive recruitment process. The final recommendation for selection is based on the test results, interview assessment, Agency priorities and needs and the candidates’ profiles.
