Most of the staff members are refugees themselves, working directly to benefit their communities – as teachers, doctors, nurses or social workers.   The Health Project Manager, based within the Department of Health in need of managerial expertise, would be responsible to ensure smooth implementation, budget monitoring and expenditure control, of the health activities under UNICEF project. She/he will also be responsible of ensuring internal reporting compliant with UNICEF information needs.       Health Projects Manager (Amendment)       Location Lebanon Field office (one Position) Type of Appointment     Duration of Appointment     Vacancy No   Applications Deadline                                                                        Consultancy Contractor Contract (OD29), which may transition into a Fixed Term project funded contract that is being established One year which can be extended subject to availability of funds and satisfactory performance   981-2016 02.09.2016 Department/Division Health Department       MAIN RESPONSIBILITIES   Under the direct supervision of CFHP (Chief Field Health Programme) and in accordance with Agency policy and procedures, the incumbent:       Implement and improve general health access for both Palestine refugees from Syria (PRS) and Palestine refugees from Lebanon (PRL) children and adults in cooperation with the Chief Field Health Programme and other relevant staff of the health department. Coordinating with Education, Relief & Social Services, Engineering and Communication Departments regarding the implementation of the different activities of health projects; Coordinating closely with the Donor Relations Unit (DRU) and Project Support Unit (PSU), and as requested timely delivery of results in terms of management of donor fund agreement, including financial and operational reporting; Implementation of training UNRWA staff on the Integrated Management of Childhood Illness (IMCI) as well as ensuring that children have access to health-bolstering initiatives such as anti-helminthic tablets and optical aids such as glasses; Reviewing all projects documentation with regard to their components, schedule, budgets and monitoring tools and makes sure that all activities are being performed based on the set schedules; Coordinating the implementation of Polio and other relevant vaccinations, ensuring that parents of PRS and PRL children under 5 have access to the vaccination sites. Furthermore, making sure children have improved access to basic health services in the form of improved and expanded vaccinations as well as improved access to UNRWA health clinics; Following up on the daily implementation of the different activities of the projects, such as ensuring that grade 1-6 students at UNRWA Schools receive micronutrients as well as receive vitamin A on a regular basis Work in collaboration with the education department, communication and other relevant departments to develop and implement awareness campaigns regarding childhood health and the importance of vaccines; Prepare Terms of references and memorandum of understanding as requested; Developing and updating a vaccine database of PRS and PRL children; Assisting in development of Communication Materials, in coordination with the Public Information Office (PIO); Preparing the periodic progress reports as requested; Contributing to UNRWA and donor monthly progress reports; Coordinating and collaborating with other staff in the health department;                       PERSONAL & PROFESSIONAL COMPETENCIES   (A)   Academic and Professional          Master degree in Public Health, Biology, Management, Public Administration or related fields.               (B)   Experience   Minimum of 4 years’ related professional experience, preferably in development and management of projects,   administrative functions, bookkeeping and accountancy.       (C)   Language                  Excellent command of written and spoken English and Arabic.       (D)   Skills and Competencies         i.        Ability to plan and prioritise the work under tight deadlines and handle multiple concurrent activities;        ii.        Positive attitude and strong analytical, interpersonal and communication skills;       iii.        Good knowledge in programme management cycle and results based management;       iv.        Affinity with cross-cutting issues of gender, disability, youth and protection;        v.        Demonstrated skills in working with others and ability to handle sensitive issues;       vi.        Proven ability to exercise initiative;      vii.        Proficiency in using compute applications, including Excel and MS Word;     viii.        Demonstrated skills in financial tracking and monitoring.       DESIRABLE QUALIFICATIONS:   (i)        Knowledge of UNRWA Rules and Directives;   (ii)       Prior experience with a UN organization, NGO, or donor government;   (iii)      Experience with relevant computer applications including  word processing, spreadsheets and database packages;   (iv)      Background in medical or paramedical background.       CONDITIONS OF SERVICE   Salary: The initial contract will be consultancy (OD29), which may transition into a fixed term project funded contract that is being established. The monthly salary will be in the range 2100 – 2480 USD depending of the contracting modality. The remuneration for Consultancy Contractor contract is a gross amount, while the remuneration for the Fixed Term contract is a net amount complemented with additional benefits such as Provident savings fund and medical insurance.       EQUIVALENCY   Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.       ADDITIONAL INFORMATION   The incumbent may be required to travel in the UNRWA’s area of operations and willingness to work after duty hours or on weekends as necessary       RECRUITMENT PROCESS   The Recruitment process is based on the Agency’s strategy to obtain the best qualified and suitable employees through a competitive recruitment process. After the deadline for receiving applications, all applications will be reviewed by the Human Resources Office and the Hiring Department.  Short-listed candidates who fully meet the required criteria, as well as the desired department’s profile, shall undergo Technical Test on Computer and Computer test (Word, Excel, Access and Power Point Intermediate level) and the five candidates with the highest passing scores will be then invited to interview. The final recommendation for selection is based on the test results, interview assessment, Agency priorities and needs and the candidates’ profiles.
