Position:                                            HR OFFICER Reference number: LE16RE11   General Description    Resettlement Support Center Turkey & Middle East (RSC TuME) an international non-governmental organization which serves as a regional office for the US Refugee Resettlement and Cultural Orientation Program in the Middle East region. RSC ICMC Beirut conducts US Resettlement Operations in Lebanon. RSC Turkey & Middle East (RSC TUME) operates in a dynamic work environment and job descriptions/duties may change as operational needs decrease or increase.   RSC TuME Beirut office is recruiting an HR Officer to be employed on a casual hire basis.   Job Purpose HR Officer will be responsible for providing support in the various human resource functions, which include recruitment, staffing, orientation, training and performance evaluation. Assist the HR supervisor in different projects and tasks.  Recruitment  Provide advice and assistance to supervisors on staff recruitment; Prepare notices and advertisements for vacant staff positions; Schedule and organize interviews; Participate in applicant interviews; Conduct reference checks on possible candidates; Prepare, develop and implement procedures and policies on staff recruitment; Inform unsuccessful applicants; Conduct exit interviews and report to HR Supervisor and Management. Induction Conduct Induction for the new starters; Conduct new employee orientations to ensure employees gain an understanding of ICMC’s goals, policies and procedures.  Provide support to supervisors and staff to develop the skills and capabilities of staff Ensure that accurate job descriptions are in place; Provide advice and assistance with writing job descriptions; Provide advice and assistance when conducting staff performance evaluations; Provide basic counselling to staff who have performance related obstacles; Provide advice and assistance in developing human resources plans.  Staff orientation about Policies and procedures Ensure all policies and procedures are properly explained to all staff during orientation meetings and on a regular basis whenever there is change; Organize and conduct regular meetings with individual staff and departments to ensure all employees have complete information about policies and procedures; Ensure implementation of policies and procedures and support the HR Supervisor in development of new policies as and when needed. Training Identify training and development opportunities; Responsible for planning and organising training events, either by ICMC or out-source trainers.  Appraisals Deal with appraisal process, following up deadlines for end of year performance appraisals; Ensure return of complete appraisal forms from sections. Provide information and assistance to staff, supervisors and management on human resources and work related issues Develop and implement a human resources plan and personnel management policies and procedures Provide advice and assistance to staff and management on pay and benefits systems Research and monitor human resource systems in other organizations; Explain and provisions of the personnel policy. Miscellaneous Monitor and monthly report daily attendance. Investigate and understand causes for staff absences. Handling all employee enquiries related to HR issues. Collate annual leave forms from sections, update leave records and archiving forms as appropriate. Undertake function related project work, as and when directed by the Supervisor. Undertake other duties and responsibilities which, while outside the normal daily routine, are within the overall scope of the position. Assist HR Supervisor while developing and implementing policies, preparing staff handbooks on issues like working conditions, performance management, equal opportunities, disciplinary procedures, absence management, etc. Required Skills Qualifications and Requirements: Empathy with the aims and objective of ICMC Turkey Program and humanitarian principles; Bachelor’s Degree in a related field; Written and verbal communication skills in English. Fluency in Arabic. Minimum three years relevant work experience in a similar capacity preferably in NGO sector; Familiarity with labour law, social security system and associations’ law and regulations; Strong inter personal and communications skills in relating to all staff with patience; Respect the importance of confidentiality; Ability to work independently; Proficiency in using MS Office applications; Attention to detail; Ability to effectively organize and prioritize tasks in order to complete assignments on time; Time management skills; Good team member; Flexibility under pressure and in response to changing needs; Experience of working in a multicultural environment is an advantage.   TO APPLY Interested candidates are requested to submit a detailed Curriculum Vitae and cover letter detailing relevant experience to:  le_man_rsctume@icmc.net no later than 26 August 2016.
