Introduction
World Vision Lebanon (WVL) has been implementing Local Initiatives for Change projects (LINC) Program since 2014 at the level of Area Development Programmes (ADPs) in Lebanon falling under the umbrella of a regional project being implemented in five additional countries. The project support local level advocacy initiatives at the local level aligned with the overall LINC Project objectives. Through implementation of these projects, new approaches to local level advocacy have been tested and contextualised. Our purpose is to evaluate this programme from the beginning of implementation until the end of 2016.

Evaluation Purpose To assess the significance of contribution of the LINC Project to the social change in target countries/communities in terms of continuous engagement of men, women, boys and girls with their local governments and community. Also, to assess improvement in WV capacities to effectively support local level advocacy and it’s linking to higher levels.
Primary Methodologies Detailed evaluation methodology will be based on participatory approaches (such as participatory evaluation) and will be developed within the Evaluation Design. Quantitative and qualitative data are to be collected through:
• quasi-experimental design (with project participants and control group from wider population);
• focus group discussions with community members (men and women), service providers, and children (boys and girls);
• key informant interviews with duty bearers, key partners, and WV staff;
• NO self-assessment.
Evaluation Start and End Dates August 19 – September 5 / 12.
2. Evaluation Purpose and Objectives
This evaluation is intended to be an end of project evaluation, i.e. summative evaluation, focused at the goal and outcome level results. Due to its large scope, at a regional level two external consultants are engaged (one for qualitative and one for qualitative research) who will work together with WV team. In Lebanon, The consultant selected will support in the data collection but not the analysis of the data and report writing.
3. Evaluation Methodology
Qualitative Evaluation: KIIs and Focus group discussions
Quantitative Evaluation:
To measure the effectiveness of the project and LLA models applied, it is recommended to use a quasi-experimental design with two experimental groups and a control group. The experimental groups are the following:
1. Experimental Group 1 (Direct participants)
2. Experimental Group II (Beneficiaries)
3. Control group
4. Logistics of Data Collection
The recruited consultant will be in charge of reviewing the existing tools for the data collection in order to adapt them to the Lebanese context and WVL programming and validating the translation of the tools. As for the location for completing the different meetings (KIIs, FGDs, validation meetings, etc.), it will be in WV’s offices at ADPs level and at National Office level, based on the needs. The paragraph below will explain in details how the data collection and validation will take place:
Data collection: WVL team will be supporting with the coordination of the different meetings/surveys with beneficiaries, partners and project’s stakeholders. The consultant will be facilitating the FGDs and KIIs and will be training a group of data collectors selected by WVL to fill the surveys with the communities.
Data Entry:
The consultant will be responsible for entering the qualitative and quantitative data collected in English in a format that is agreed with the regional consultants.
Products:
Expected deliverables throughout the process of evaluation include:
1. Tools revised and Adapted to the Lebanese context and programs
2. Tools finalized in Arabic after Translation by WV
3. Qualitative and Quantitative Data Entered in a report format agreed with the regional consultants
4. Copy of raw data – both Quantitative and Qualitative raw data
5. Budget
Financial bids should be submitted by the Consultant, and specific details will be worked out based on discussions and plans between the Consultant and WVL’s DME team. The bids should exclude transportation costs which will be provided by WVL.
6. Qualifications of the consultant;
The consultant should have the following competencies and experience:
• At least 5 years of progressive proven experience in similar studies and in using both qualitative and quantitative research methodologies and data analysis;
• Advanced degree in relevant field (e.g. Public Health, Epidemiology or any related technical field);
• Good analytical and critical thinking;
• Extensive professional experience in the design and implementation of outcome and impact evaluations;
• Proven knowledge and experience in applying participatory research methods and tools;
• Previous evaluation experience of related projects (to be provided within the CV);
• Good understanding of the development field;
• Familiarity with civil society and Non-Governmental Organization (NGO) engagement;
• Ability to work on tight schedules with minimal supervision;
• Good English and Arabic speaking and writing skills.
7. Duration of consultancy
WVL has set aside 2 weeks for the data collection at field level as per the data collection plan set in the methodology section.
One additional week will be provided so that the consultant can finalize the data entry of all FGD, KIIs and Surveys in English.
Timeline:
In case the Consultant is not registered with Ministry of Finance, a deduction of 7.5 % should always be considered.
