Outreach Officer (Lebanese Nationals Only)

Background ACTED is an International Non-Governmental Organization registered in France with global operations in Central and South Asia, Europe, Middle-East and Africa. ACTED has been active in Lebanon since 2006 operating mainly in the North and Beirut and Mount Lebanon governorates of the country. ACTED is part of the LEADERS Consortium, comprising of DRC, Oxfam, CARE and Makhzoumi Foundation in Lebanon. The Consortium will implement a resilience and livelihoods project which is funded by the EU Madad Trust Fund. This project aims to contribute to the economic self-reliance, resilience and social stability of displacement-affected populations in Jordan and Lebanon as prioritized by the Regional Refugee and Resilience Plan (3RP).                       **Please note: This is a local position. Only Lebanese citizens are eligible to apply.** Assignment Under the supervision of the Economic Development Coordinator, the Outreach Officer is responsible for community mobilization activities, data collection and field monitoring.  After completing a month-long intensive induction training on participatory approaches, networking, facilitation, and negotiation, the Outreach Officer will be following up on field activities, visit project beneficiaries, organise focus group discussions and liaise with community representatives.   Functions The Outreach Officer shall be responsible for:  In collaboration with the Economic Development Coordinator, design an outreach strategy for all project duration; Organise community mobilization activities in each selected area of intervention;  Identify LNGOs, CSOs, community representatives and any other relevant stakeholders for the project; Organize and facilitate data collection, including focus group discussions at community level; Ensure that program information are available and accessible by all beneficiaries; Participate and assist in dialogue tables discussions; Regular follow up with the beneficiaries; Organise logistics for community mobilization activities.  Accountability to Community and Beneficiaries  The Outreach Officer is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner.  Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED’s programme objectives, activities, beneficiary selection criteria, and methodologies.  This is the responsibility of every ACTED staff member.    Knowledge and Skills  -          University degree in relevant field such as Business, Economics, development. MA/MSc preferred; -          1 year of field experience in similar position facilitating community level activities, including data collection; -          Knowledge of and experience with program monitoring, specifically on a field level; -          Fluent in Arabic, with excellent written and verbal English skills and the ability to work in an international context; -          Excellent interpersonal skills and external relations; -          Excellent organizational skills and attention to detail; -          Independent, adaptable, flexible and hardworking; -          Strong humanitarian motivation and understanding of international assistance. -          Proven experience in dealing with local authorities; -          Prior experience using basic computer software required, notably in word and excel; Previous experience working with a variety of stakeholders in humanitarian or development aid.
