Program Manager

Visit our website: www.anera.org   Position Summary: The Program Manager (PM) is the technical lead and supervisor of ANERA’s programs including youth, child protection and emergency related projects/programs. The PM has the responsibility of designing, planning, and implementation of assigned programs in response of identified needs of targeted children and youth in line with ANERA’s strategic plans. The PM is responsible for conducting needs assessments, preparing concepts notes and proposals as required, and ensuring the overall, day-to-day management of the program and its smooth functioning. The PM should work closely with country management in the support departments, including Finance, HR and administration  to ensure that the program and its budget stays on track, competent staff and workers are recruited, procurement and logistics are implemented effectively, and data and results are collected, analyzed and used to inform the program’s course. The PM is also responsible for contributing to ANERA’s overall strategy and capacity in program integration, and for representing ANERA Lebanon program to the donor in coordination with the Country Director. Position Responsibilities and Duties: Serve as the primary point of contact with ANERA’s Country Director with regard to day-to-day implementation and management matters relating to the program deliverables; Responsibilities and Duties: a-      Program Inception and Development Participate in preparing strategic and action plans and ensure targets are met at the relevant ANERA’s programs Participate actively in reviewing, evaluating funding applications from beneficiaries and potential partners Produce narrative periodic reports as needed Support the Lebanon Country Director in identifying and exploring potential new program ideas and directions Liaise with major donors and project partners (NGO’s, UN entities,…etc) Research funding sources and project requirements Build partnerships with existing organizations, platforms and other initiatives at the community level Develop training and capacity building for team members, curricula development and other technical capacities   b-      Program Initiation and Management Manage programs of relevance ensuring adherence to ANERA’s strategic plan cleared objectives and compliance to ANERA’s and donor’s requirements Oversee and ensure adequate programs’ implementation through: Keeping regular contact with partners and beneficiaries and conduct regular field visits to program sites. Manage day-to-day operational technical tasks related to programs Receive and review technical reports from partners and following up on issues needing further clarifications or additional supporting documents Monitor / Follow up implementation progress to ensure the achievement of program deliverables in a quantitative, qualitative and timely fashion Anticipating impediments t program implementation plans and developing mitigation plans Assist in resolving any emerging operational problems arising at the program and project level, and proposing solutions and amendments to implementation plans and agreements as needed Keep orderly filing of information and program documentation Ensuring proper program closure including the design and implementation of internal and external program evaluations Manage the overall approved program budget under ANERA’s programmatic Ensure sound administrative practices with regard to record keeping, reporting requirements, communications and overall audit compliance Ensure that activities are on track, including developing and implementing solutions as necessary   c-      Staffing and Directing Support in the recruitment of relevant program coordinators/officers/ assistants Supervision of program staff when present Participate in the evaluation of project staff   d-      Monitoring, Evaluation and Reporting Participate in developing program key performance indicators and in measuring the impact of interventions in the relevant program Prepare and submit periodic reports on the programs under his/her supervision as agreed upon overall reporting plan, as well as contributing as needed to ANERA’s publications Ensure monitoring, evaluating, documenting and reporting program of program implementation against procedures Oversee that key funded program activities are achieved per program budget, timeline and donor requirements   e-      Representation and Community Relations Support the capacity building of potential and current partners including proposal writing and technical reporting Support in the evaluation of the organizational capacity of potential and current partners as needed   f-       General Administrative Role Oversee the preparation and submission of technical and financial reports Participate in U.N interagency coordination meetings and NGO sector coordination groups related to the area of operations and identify areas for coordination, collaboration and expansion Maintain effective communication with Country Director and other sectors or operation regarding program implementation. Assist in proposal writing and outreaching for new funds and projects Required Qualifications This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment. Master’s degree in counseling, education, human, services or related field or equivalent experience. At least 10 years’ experience in  program management, administration and development Strong management and supervisory skills. Must have deep respect for the potential of young adults. Fluency in both Arabic and English, including strong writing skills, are required Computer literacy in data processing (Microsoft Word), spreadsheet (Microsoft Excel), E-mail, and Internet browser software. Excellent time management skills with a demonstrated ability to manage multiple priorities, deadlines, and tasks efficiently Strong analytical, organizational, and strategic planning skills with an ability to think critically and creatively Excellent interpersonal skills, including patience, diplomacy, willingness to listen, and respect for colleagues. Experience directing large teams and empowering others to lead Ability to work effectively in a fast-paced, stressful environment.
