Information Management Coordinator

These attitudes and believes shall guide our actions and relationships.   1.      Role and responsibilities NRC opened its office in Lebanon in 2006. In June 2011, NRC expanded in to meet the demands of the Syrian crisis in Lebanon. As the country programme expanded, NRC recognized the need to establish a Monitoring and Evaluation (M&E) unit which can set up a structure, systems and tools to measure the impact of NRC Lebanon’s work. The Information Management Coordinator directly contributes to the development, rollout and maintenance of NRC’s crucial information management systems. This includes working with key staff to design new databases, support data extraction, visualization and build the capacity of key staff as needed. Generic responsibilities -          Manage the IM team to ensure the clear division of roles and responsibilities and allocation of tasks as well as and capacity development. Assist IM staff, where applicable, in their day-to-day responsibilities. -          Establish/maintain an efficient, responsive and accountable support system NRC Lebanon users -          Identify needs, develop and facilitate IM training for all NRC Lebanon staff when required. -          Identify opportunities and recommend solutions that will improve current organizational processes. -          Develop, roll-out and oversee the implementation of a NRC Lebanon IM guidelines -          Ensure IM database data protection and security -          Responsible for ensuring that IM systems are up-to-date with latest indicators, targets and results -          Ensures data quality through the implementation of a system of data checks Information Management Systems and Storage -          Lead on the mapping, development and rollout of a CRM beneficiary database that will integrate data capture and management for all five sectors into a single system -          Develop and roll out of SOPs, systems and procedures for IM systems -          Identify, recommend, and develop solutions that will improve current organizational processes. -          Create geographical maps to analyze and visualize project implementation across areas and sites -          Advising management about needed IM software and/or hardware upgrades. Capacity building and Programme Support -          Facilitate training on information and reporting systems (e.g., IRS, AI, RAIS) -          Responsible for providing user training in the use of common business applications -          Identify, analyze and evaluate key processes and gaps in the IM team’s activities and make any necessary recommendations for improvement Critical interfaces -          Close collaboration with the M&E Manager with weekly and ad hoc planning meetings -          Coordination and contact with programme staff (managers/coordinators and sector Specialists) to develop data structure and provide IM platform solutions  -          Coordination with departments within NRC Lebanon to ensure a systematic approach to capacity building within the field of Information Management. -          External representation of in coordination forums – e.g., the IM Working Group (IMWG) -          Close liaison with the IM focal point within NRC Head Office on policies and procedures linked CRM 2.      Competencies Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories: Skills & Requirements -          Degree in information management, ICT, computer science, or statistics -          Minimum 3 years’ relevant experience from working as an ICT Officer or above -          Demonstrated experience in database design, development and follow-up support -          Demonstrated experience working in complex environments and tailoring technological solutions to a unique operating environment -          Demonstrated experience in staff capacity building -          Proficient with developing, deploying, customizing and integrating Enterprise CRM systems, preferably SuiteCRM/SugarCRM -          Demonstrated proficiency in using either the CRM SDK or plugin platforms. -          Demonstrated proficiency with OOP PHP5+ and development frameworks -          Demonstrated proficiency in installing and deploying CRM platforms for an organization -          Demonstrated proficiency in understanding and implementing business workflows and processes -          Development using PHP Experience with source control management systems and continuous integration/deployment environments -          Must have strong communication skills, written and oral, be able to communicate effectively, produce reports, and present solutions -          May be required to work extended and /or non-core business hours, as and when required by the needs of the organization. This may include evening, weekends and holidays -          Fluency in English (written and verbal) Behavioral competencies (max 6) NRC’s Competency Framework states 12 behavioural competencies, and the following are essential: -          Strong initiative to find ways to improve solutions, systems, and processes Internally motivated, able to work proficiently both independently and in a team environment -          Planning and delivering results -          Communicating with impact and respect -          Strategic thinking -          Managing performance and development 3.      Performance Management The employee will be accountable for the responsibilities and the competencies, in accordance with the NRC Performance Management Manual.
