Assistance For Project Management & Supervision - Consulting Companies Or Consultant

  To assist Expertise France and its partner in conducting the engineering, procurement and construction of Four (4) Learning & four (4) Community Centres in Lebanon   CONTEXT Expertise France (EF), France’s public international technical cooperation agency, was created on 1January 2015 following the merger of 5 public agencies under the authority of the French Ministry of Foreign Affairs and International Development. EF has operations in all continents and operates in a variety of fields including safety and security reform, post-crisis/stability, public health, human rights, capacity building of public institutions and NGOs, and governance. EF’s in-house expertise lies in the ability to carry out large-scale complex multi-stakeholder projects. EF is accredited by the European Union for the management of delegated European Community funds. EF is responsible for implementing a programme in Lebanon whose objective is to support the Syrian refugee population as well as the Lebanese host communities. The programme seeks to improve social stability between communities in Lebanon through a comprehensive and local approach to informal education of adults and children. To do so, activities will revolve around two pillars: (i) informal education of children and (ii) skills development for adults, with several crosscutting activities to support the aforementioned two pillars. As part of this programme, Expertise France will construct four (4) Learning & four (4) Community Centres. Each of the Learning Centres is to be located near or at a short distance from the Community Centres. To do so, EF requests the services of a project management & supervision consultant or company (hereafter referred as “the consultant”) to assist its partners organisation in conducting the engineering, procurement and construction of these 4 new Learning & 4 new Community Centres.   OBJECTIVES Regarding the engineering phase: A research centre of a University in Beirut has been pre-identified for its experience at building Learning & Community Centres in Lebanon. These centres are semi-permanent structures assembled by a private company for the benefit of partner organisations. The first role of the consultant will be to review the design of existing learning centres designed by the University research centre and assess whether they can be replicated in other areas for EF programme. The second role of the consultant will be to assess alternative types of “non-permanent structures” in Lebanon, which could potentially be built as learning & community centres. The third role of the consultant will be to ensure the locations chosen by EF partners to build the structures meet standards of safety (risk of floods etc.), access to electricity and to evaluate the horizontal works required before erection of the “non-permanent structures”: topographical survey, soil evaluation, storm water drainage system design and construction, site preparation including possibly: ground clearing, grubbing, excavating and removal of organic soil, ripping, levelling. Regarding the procurement phase: The first role of the consultant will be to advise EF and its partner organisation on the final selection of the type of semi-permanent structure. The second role of the consultant will be to advise EF and its partner organisation on the selection process of the company or companies, which in turn will be responsible for the assemblage/construction of all premises and buildings as well as horizontal engineering works. The consultant will also support EF in the redaction of the contract with the selected supplier. Regarding the construction phase: The main role of the consultant will be to supervise on behalf of EF and its partner organisation the construction of the premises and buildings as well as horizontal engineering works. To do so, the consultant will coordinate closely and regularly with the chosen designer (and concept owner) of the semi-permanent structures. The later will provide technical assistance and will monitor the quality of the construction works. EF and its partner organisation would also like the consultant to ascertain the state of the structures one year after construction is completed to check for any defects and deficiencies. A detailed description of these tasks is provided below. Criteria for the Learning & Community Centres Health, safety & environment (HSE) considerations are a high priority. The units must be safe for use by the end users (children and adults), and in compliance with national Lebanese safety regulations and standards. Also, the construction of the premises and buildings must be done according to high safety standards to minimise risk to construction crews. In particular, personal protective equipment (PPE) must be worn at all times and HSE reporting should be conducted towards EF and its partner. The structures must be if possible cost-effective, simple to assemble, disassemble and transport, and capable of withstanding adverse weather conditions. The social impact of the project is of importance, in particular the ability if possible to involve project beneficiaries in the construction of the structures, such as providing opportunities for businesses in the area, job opportunities for people in the area, or opportunities for other forms of community participation such as volunteering. An important criteria is the replicability of the project, should additional learning & construction centres be built later on with similar partners and suppliers.     DETAILED DESCRIPTION OF THE TASKS: During the inception phase: from August 17th to August 31st Engineering: Review the current design of the learning & community centres as designed by the University research centre and evaluate if and how the proposed design could be improved especially in terms of sanitation and fire safety; Draft a report evaluating potential alternative options to the University research centre’s semi-permanent structures, which could be used for the learning & community centres, Ensure the technical design of all learning & community centres is consigned in appropriate documents Ensure the layout plans for the 4 new learning & 4 community centres are adequate and selected physical locations for the constructions answer all prerequisites in terms of safety, sanitation and access to electricity. Main deliverable : site review report of an existing learning & community centre; layout plans and reports for each new learning & community centres; technical specifications documentation for a “standard” learning & community centre and evaluation of horizontal works required. Expected schedule: completed by T0 + 6 days - 6 days of expertise   Procurement: Based on the previous report, prepare all the necessary documents (including technical annexes) for the call(s) for proposal/tender/expressions of interest towards construction companies These documents will be based on EF templates. Advise EF on the selection criteria and join in the selection committee; With the support of EF offices in Paris & Beirut, prepare all contractual documents to be used with the selected construction companies, which will build the learning & community centres and carry the horizontal works. These documents shall include the requirements in terms of scope of works, bill of quantities, schedule, health& safety, reporting, etc. With the support of entity owning the design, draft a construction workplan with clear daily tasks to be achieved by the construction company(ies) and update with EF the number of working days needed for the construction supervision by the consultant. Main deliverable: list of potential contractors, contractual documentation (preparation of tender & contract); construction work plan; updated contract with consultant Expected Schedule: signature of the contract with a construction company or group of companies by T0 + 1 months – 6 days of expertise   During the implementation phase: from September 15th Construction: Supervise the horizontal works and construction of the 4 learning & 4 community centres (to be built by the construction company/ies), deal with delays and incidents, propose alternatives and solutions adapted to the context. Ensure all contructions are made in time. Main deliverable: daily reports of construction tasks signed by the construction company(ies), interim site inspection report; final site inspection report; comments on progress reports provided by the construction company/ies. Expected Schedule: handover of the building to the end-users by T0 + 2,5 months - 40 days of expertise (to be reviewed against updated plans)   Controlling for defects & deficiencies one-year after: Control the quality of the construction one year after the buildings are completed Main deliverable: “one-year after” site inspection defects & deficiency report. Expected Schedule: “one-year after” report by T0 + 18 months – 3 days of expertise   =>Location: Lebanon, Beirut (10%) and Bekaa Region (90%) =>Period of implementation: 1 year ½. =>Total number of worked days: 55 days (to be re-assessed)

Criteria for the selection of a consulting company or a consultant :

- Professional working knowledge of Arabic and English is compulsory
- Master degree or equivalent university diploma in civil engineering ;
- 10 years of experience in building & construction international design standards;
- Excellent knowledge of the context and of refugee needs;
- Ability and skills in drafting and advising on safety engineering design standards;
- Experience in construction at building semi permanent structures;
