II. BACKGROUND
Since 2006, the National Commission for Lebanese Women (NCLW) has been collaborating with the United Nations Population Fund (UNFPA) towards mainstreaming gender aspects in various development platforms, policies, and strategies. In 2016 this collaboration led to the dissemination of the CEDAW international committee concluding observations on Lebanon. Those observations spell out the need for Lebanon to prepare, validate and implement a National Action Plan related to Security Council Resolution (SCR) 1325.
Based on the above, NCLW and UNFPA, with the technical assistance of UN-OHCHR seek to engage a consultant “as key facilitator” to assess and analyze national strategic priorities based on understanding different factors, actors, risks and needs in the current national situation and in relation to implementing the four pillars of the United Nations SCR 1325. These four pillars include: prevention, protection, participation as well as relief and recovery. The main outcome of this consultancy is a succinct, analytical and focused report in Arabic presenting an analysis of the context, opportunities, challenges and institutions with recommendations for concrete steps needed at the legislative, institutional and programmatic levels.
The analysis in the final report shall be developed based on several resources, including but not limited to (a) review of existing literature and compilation of data, reports and references gathered, (b) consultation with 1-2 countries in the region that developed and implemented action plan for SCR 1325 and, (c) the National women strategy for Lebanon and its action plan, and (d) Expert group meeting and sub-regional focus groups discussions.
The final report will serve as a baseline to develop an action plan for SCR 1325 in Lebanon and its findings will also contribute to future CEDAW reports, and especially to the specific reports requested from CEDAW committee on the specific subject of implementation of SCR 1325.
III. FUNCTIONS AND TASKS
Under the overall guidance and direct supervision of the National Director, the consultant will be undertaking various tasks as described below:
Prepare a work plan with key milestones, timeline and deliverables related to the assignment;
Conduct a desk review based on studies, research, and documents developed on women, peace and security in the Arab region and in Lebanon in particular;
Review references/resources related to SCR 1325 produced by various stakeholders (UN agencies, NGOs, etc);
Online consultation with 1-2 countries in the Arab Region that developed and implemented action plan on SCR 1325;
Prepare guidelines and questions for focus groups discussions (FGD) in selected regions of Lebanon;
Identify and train sub-regional facilitators for FGD;
Carry out sub-regional FGD;
Develop guiding questions for an expert group meeting to discuss outcomes of the desk review and sub-regional FGD in light of the four pillars of SCR 1325;
Facilitate and take part in expert group meeting /consultative meetings;
Based on the various reports from sub-regional FGD, expert group discussions and desk review, develop a report recommending key actions for implementing UNSCR 1325 in Lebanon.
Submit draft reports (based on an outline to be discussed with NCLW and UNFPA and UNHOCHR);
Ensure final reports are comprehensive and inclusive of all comments obtained from UNFPA, OHCHR and NCLW (as well as others if relevant)
Prepare a power point presentation (20-25 slides) summarizing the main findings of the reports; and
Take part in 1 technical/national meeting to disseminate the findings
IV. FINAL DELIVERABLES
The consultant will be expected to deliver the following respecting the timeline :
A report in English (5-6 pages) outlining the process of the consultancy including facilitating and hindering factors (if any)
A report in Arabic (20-25 pages) that is a succinct, analytical and focused report presenting an analysis of the context, opportunities, challenges and institutions with recommendations for concrete steps needed at the legislative, institutional and programmatic levels to develop and operationalize SCR 1325 + Executive Summary in English (3-5 pages)
A power point presentation in Arabic (20-25 slides) summarizing the main findings of the report
V. NCLW / UNFPA/ OHCHR CONTRIBUTIONS
To facilitate the work of the consultant, NCLW will be providing the following:
Make available pertinent reports published by NCLW including previous CEDAW reports;
National women strategy and action plan + yearly progress reports (2013-2014);
Provide available relevant resources;
Facilitate online contact with 1-2 countries in the region that developed and implemented SCR 1325;
Review and input on the draft report, executive summary and power point presentation;
Work space for the consultant if need be (by NCLW);
Assist in the organization of sub-regional FGD and experts group meeting
VI. REQUIRED QUALIFICATIONS
Education
Advanced degree in Social Sciences, Women Studies, Development Studies, Humanitarian studies or equivalent work experience.
Experience
At least 6-8 years of increasingly responsible experience in data analysis and monitoring with focus on gender/development/peace building /human rights related work.
At least 4 years’ experience in research (both qualitative and quantitative), with a strong emphasis on spatial analysis
Experience in facilitation of governmental and CSOs as well as experts meetings
Experience in strategic analysis and report writing
Familiarity with governmental and non-governmental entities in Lebanon is essential
Familiarity with UN work is desirable
