Background ACTED is an International Non-Governmental Organization registered in France with global operations in Central and South Asia, Europe, Middle-East and Africa. ACTED has been active in Lebanon since 2006 operating mainly in the North and Beirut and Mount Lebanon governorates of Lebanon. ACTED has been implementing WASH and Shelter interventions in various areas of the country.

Assignment
Under the supervision of the Economic Development Coordinator, the Dialogue and Participation Tables Facilitator is responsible for facilitating DTs, regular meetings and WGs with the Government of Lebanon, local authorities, civil society, INGOs, LNGOs, and CSOs among others. After completing a month-long intensive induction training on participatory approaches, networking, facilitation, and negotiation, the DTF’s primary role will be to convene, facilitate, and monitor the work of the DTs and WGs, ensuring actionable priorities and advocacy points are identified and that the various stakeholders’ viewpoints are considered in the discussion – particularly those of refugees, migrants, women and youth.
Functions
The Dialogue and Participation Tables Facilitator shall be responsible for:
•Participate in the analysis of key results from assessments, Focus Group Discussion results, and existing documentation to support the development of DT and WG work plans;
•Co-develop an informed agenda for DT and WGs, including establishing key deliverables and action points for each meeting;
•Assist in the design of DT and WG facilitation materials as needed, including presentations, handouts, and exercises;
•Facilitate each DT and WG, ensuring action points and deliverables are met by the end of the meeting;
•Lead on the translation and analysis of DT and WG meeting results for the project’s objectives;
•Follow-up with DT and WG participants as needed to ensure their full participation and assistance in meeting any responsibility they have been assigned;
•Organize logistics for dialogue tables and working groups, including liaising with participants, securing the venue, and ensuring refreshments are provided.
•Support in data collection, monitoring, and evaluation efforts during the DT and WGs;
•Support continual improvement of WG and DTs by capturing and sharing key challenges, articulating obstacles and proposed solutions, and identifying success stories to highlight.
o Accountability to Communities and Beneficiaries The Dialogue and Participation Tables Facilitator is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner.
Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED’s program objectives, activities, beneficiary selection criteria, and methodologies.
This is the responsibility of every ACTED staff member.
KNOWLEDGE, SKILLS
-University degree in relevant field such as Business, Economics, development. MA/MSc preferred;
-1-2 years of field experience in similar position facilitating community level and/or national level WGs, steering committees, dialogue tables etc.
-Knowledge of and experience with program monitoring and evaluation, specifically data collection and analysis;
-Strong leadership and facilitation skills;
-Fluent in Arabic, with excellent written and verbal English skills and the ability to work in an international context;
-Excellent interpersonal skills and external relations;
-Excellent organizational skills and attention to detail;
-Independent, adaptable, flexible and hardworking;
-Strong humanitarian motivation and understanding of international assistance.
-Proven experience in dealing with local and Governmental stakeholders;
-Prior experience using basic computer software required, notably in word and excel;
-Previous experience working with a variety of stakeholders in humanitarian or development aid.
