Project Manager

 Project Description Four local civil society organizations, working with vulnerable communities in Lebanon, have come together in a collaborative developmental project. These four organizations are SAWA for Development and Aid, Kayany Foundation, Basmeh and Zeitooneh, and Women Now for Development. This project will utilize the expertise of all the organizations, in order to contribute to the advancement of local communities in the Bekaa Valley. Through the project, four community centers will be set up, each of which will provide a number of services, including Skills Development and Protection, to the local refugee and host community. Four Learning Centers, moreover, will be set up to deliver non-formal education to refugee children who have been suffering from educational exclusion. Finally, each community center will include a Mobile Unit, in order to deliver educational, skills development and protection services to remote areas within the Bekaa Valley.    Essential Duties and Responsibilities: Provide direction and guidance to project team, contractors and consultants to ensure the project outputs are achieved; Organize planning meetings with relevant parties to develop an annual work-plan and corresponding budget plan; Liaise with local partners, as needed; Develop and update quarterly work plans and expenditure plans based on the agreed annual work-plan; Organize regular meetings for the project team members to assess work progress, discuss challenges and constraints, and provide guidance and support; Ensure effective implementation of Monitoring & Evaluation Plan for the project, in close coordination with the Quality Manager; Ensure the application of EU logistic, financial and administrative rules and regulations for overall Project implementation; Develop and ensure the application of  security and safety regulations (in terms of staff security and program safety); Oversee the planning and progress of all activities in coordination with the four Center Managers; Oversee the management of day-to-day operations and administrative matters in coordination with the Center Managers and technical managers; Ensure exchange of knowledge and best practices between all project team members and management; Ensure that expenditure is being carried out in line with the project budget;   Monitor financial resources and accounting to ensure accuracy and reliability of financial reports; Manage, monitor and update the pre-identified project risks, submit new risks to top-level management for consideration, and take decisions on possible action if required; Prepare project reports as required, and submit to Project Board; Foster strategic partnerships with key stakeholders in the field; Carry out advocacy and promotion of the Project as requested; Maintain compliance with all relevant policies and procedures.    Management and Leadership:  Ability to lead teams effectively, and lead the design and implementation of Project activities; Excellent oral and written communication skills; Concentration on impact and result for the beneficiaries; Ability to prioritize for self and other members of top-level management; Ability to build strong relationships with beneficiaries and external actors; Ability to manage conflict and work under pressure; Cultural, gender, religion, race, nationality and age sensitivity and adaptability;   Context/Specific skills and knowledge: Excellent communication and interpersonal skills Knowledge of NGO operations and the dynamics of the humanitarian sector and principles Excellent individual conflict resolution and problem solving skills Strong computer skills, especially in MS office Strong training and presentation skills    Experience:        ● A minimum of 7 years of relevant management experience;       ● At least 3 years of experience in humanitarian response programs;       ● Previous project management experience with EU is an asset
