Infrastructure Engineer, Short Term Technical Position
Background:
The Lebanon Industry Value Chain Development (LIVCD) is a five year program funded by the United States Agency for International Development (USAID) and implemented under the leadership of Development Alternatives, Inc. (DAI). The principal goal of the LIVCD Project is to enhance economic opportunities in Lebanese rural areas through improving the competitiveness of selected value chains, including processed foods, grapes, olive oil, pome fruits – apples and pears , stone fruits – avocados and cherries, a basket of rural products such as honey, pine nuts, and aromatics herbs, and rural tourism.
General Objective
The Infrastructure Engineer will be required to manage the infrastructure activity planning, implementation, and monitoring as it relates to construction activities to be supported through USAID funding. This may include technical review of the procurement of goods and services related to construction, implementation of project works in compliance with USAID’s regulations, and strict quality control and adherence to environmental and health and safety standards. LIVCD construction activities may apply to but are not limited to; cold storage facilities, greenhouse installation, small-scale food processing facilities, irrigation systems for fruit production and a range of other activities within the LIVCD value chains.
Specific Responsibilities
Manage and/or oversee from inception to handover construction activities supported by USAID through LIVCD.
Support development of construction plans and associated documents, including contracts, scope of work, guidelines, and quality control documentation
Determine and assess need for third party engineering firms or consultants and oversee process in close coordination with the LIVCD value chain leaders and senior LIVCD management. Investigate and ensure compliance with administrative processes for consultancy and construction contracts, including all necessary permits and licenses.
Ensure project documentation production adheres to USAID’s and local standards, and that it takes place in the strictest quality control environment.
Ensure all projects comply with rules and regulation applicable to LIVCD under the USAID contract.
Manage progress and changes in construction projects scope, assess risks and lead implementation of mitigation measures, devise contingency plans.
Effectively document and communicate construction projects progress, risk, and status to team members and stakeholders in a timely and clear fashion.
Survey, propose, and lead on implementation of associated activities that ensure project operational sustainability.
Conduct other responsibilities as may be called for by LIVCD COP.
Other tasks as assigned.
Qualifications:
Seven to ten years of experience in civil or construction engineering fields.
Bachelor’s degree in civil engineering, construction engineering, or equivalent qualification. Advanced degree preferred.
Familiarity with USAID rules and regulations.
Demonstrated experience providing oversight to subcontractors preferred.
Strong management, teamwork, and interpersonal skills.
Demonstrated project management experience, including in an international development context.
Demonstrated communications and presentation skills.
Fluency in written and spoken Arabic and English is required.
Reporting and working relationship:
The consultant will work closely with DAI staff and will directly report to LIVCD DCOP and COP.
Total number of days: estimated 60 days over a period of six months
