The project’s main objectives are: Strengthening capacity of MH and PSS practitioners working inside Syria. Enhancing coping strategies of affected population. Bridging the gap in the resources and skills related to GBV case management. Enhancing technical response mechanism in dealing with GBV trauma. Strengthening social cohesion and resilience of Syrian people.  Project brief in English | Project brief in Arabic   Overall Objective of Consultancy ABAAD is seeking, on a one-time consultancy basis, a production company or group to produce a documentary highlighting the positive and negative effects of the war on gender role transformation inside Syria. Many men are experiencing severe stress and feelings of powerlessness following their inability to fulfill their traditional role as family provider and protector, while many women and girls are becoming the new “head of household.” The documentary aspires to bring out this shift in masculine and feminine gender roles in a creative manner.   Specific Objectives of Consultancy To produce a 40-60 min documentary illustrating the effects of the current Syrian context on conventional masculine and feminine gender roles, and the transformation being effected by said context, in addition to consequences. The documentary should be developed in Arabic with English subtitles.   Scope of Work and Specific Tasks The following scope of work is envisaged for successful completion of the assignment: Review all documents and materials (introductory brochures, relevant assessment reports undertaken by ABAAD under Bel Salameh, other relevant material, to be provided by ABAAD) in order to better understand the project objectives, ABAAD mandate and results achieved; Consult with ABAAD members and communicate with partners, stakeholders, and beneficiaries to establish and communicate the impact of the activities. (ABAAD will facilitate communication with external parties) Specifically, the consultant will:  Identify and propose (in close consultation with ABAAD/Bel Salameh project team) a structure for the documentary; Consult with and interview identified partners, stakeholders, and beneficiaries; Deliver a draft script and documentary outline for comments; Produce a documentary film of 40-60 min in Arabic with subtitles in English; Finalise the documentary film incorporating the comments arising from the presentation to the ABAAD Bel Salameh project team.     Roles and Responsibilities Production Group Present and refine methodology for implementing the assignment; Prepare script and narration for the documentary; Make own arrangements for logistics including accommodation, local transport, equipment, communication services and any other needed details; Advise ABAAD Bel Salameh project team on any issues related to the assignment in a timely manner. ABAAD Organise an introductory coordination meeting between the production company and the Bel Salameh project team; Establish and facilitate contact with field staff involved and any external contacts needed; Coordinate with production group for the field visits to set appointments, identify content, and capture the footage; Review and approve the work plan, including schedule for filming, timeframe, and approach to be used; Provide reference material; Identify thematic cases for documentation; Provide feedback when and where necessary; Meet the relevant costs related to this production, as agreed in the contract upon approval of offer; Review and approve the draft and final production as stipulated in the deliverables section and contract. Deliverables The production company will deliver the following: An introductory report that will include the implementation strategy, plus a detailed production and post-production schedule for the filming process; A draft script including proposed interview questions of the documentary for comments by ABAAD Bel Salameh project team; All raw footage captured under the scope of the assignment; Finalised edited and subtitled (in English) documentary film to ABAAD.      Plan of Work/Duration of Consultancy   August September October November December Submission of story-board for ABAAD approval and feedback Mon. 29th         Filming    Thurs. 1  Mon. 31     Completion of Editing       Tue. 15th   Submission of draft product       Thurs. 24th   Submission of final product         Mon. 5th The documentary has to be finalised by December the 5th, 2016. Required Expertise and Prequalification  The production companies or groups applying will be evaluated against the following criteria: Either a Syrian national/team – or anyone who is able to collaborate with Syrian groups/companies working on the ground; Innovative/creative approaches to carry out the assignment; Demonstrated experience and competency in conducting similar assignments in emergency contexts/settings;  Experience in working with local and international organisations; Awareness of the requirements inherent to the work with and for NGOs and donors, especially of donor demands and the necessity to provide them regularly with updated briefs on the project’s progress; At least five years of working experience in development of documentaries/films;  The organisational/individual competency to deliver the services;  Clear work plan and articulation of expected methodologies and outputs as well as overall budget;  Excellent technical capacities to ensure smooth and high quality/high definition production;  Sensitisation on gender and relevant fields; Ability to start immediately.
