SCOPE OF WORK Procurement Specialist - STTA BACKGROUND The Lebanon Industry Value Chain Development (LIVCD) is a five year program funded by the United States Agency for International Development (USAID) and implemented under the leadership of Development Alternatives, Inc. (DAI).  LIVCD Project aims to increase the competitiveness of selected value chains, expand the number of Micro and Small and Medium Enterprises that can compete in selected markets, improve linkages between those firms and other actors throughout the value chain, increase the gross value of products and services in local and export markets, and expand exports.   OBJECTIVES LIVCD is looking to hire a Procurement Specialist on a Short Term Consultancy Agreement for the period from August 1, 2016 till November 30, 2016. The Procurement Specialist will be responsible for implementation of procurement procedures, prepares tender documentation, organizes and implements the procurement activities in the framework of the projects activities.  S/he will ensure that the all DAI and USAID policies and procedures are documented and implemented and provide ongoing support to administrative and technical staff.   The consultant will be supporting LIVCD Procurement Team during the above mentioned period, throughout LIVCD LTTA Senior Procurement Specialist maternity leave.     SPECIFIC TASKS Procurement Management Management of in-kind grants’ and other technical procurement of commodities and services according to USAID regulations and requirements Develop specifications; review/modify, as necessary, specifications/scope of works for a wide range of equipment, supplies, high technology goods and services, and maintenance service contracts in accordance with USAID and DAI procurement procedures and regulations. Develop and issue bid documents of various procurement methodologies (e.g., RFQs, RFPs. EOIs, etc.), prepare competition documents (e.g. Bid matrix, Bid Memo, etc.), and prepare/issue letters of clarification, as necessary, to published bid documents/specifications. Contribute to the organization and activities of Evaluation Committees meetings in respect with the applicable procedures. Evaluate bid offers/responses to determine the low responsive/responsible bidder(s). Recommend bid/contract awards, issue purchase orders, as necessary. Prepare award recommendations for bid and contract award. Upon approval, issue the appropriate contract instruments to the contractor(s). Inspect purchased goods and services to ensure they meet the specification mentioned in the RFP and the subcontracts or Purchase Orders. Ensure that subcontractors understand DAI procurement policies, procedures and reporting requirements. Keep track of local subcontracts and deliverables. Document proof of delivery of goods and services to grantees. Coordinate with Finance Manager, Accountant, and field staff on financial matters, missing documents, ensuring that all reports are compliant with DAI and USAID regulations. Maintain the procurement filing system by ensuring that appropriate documentation is included in each procurement file and in TAMIS. Perform other tasks as required by this position.   Experience 3-4 years of relevant USAID and DAI experience is required.   Supervision The Procurement Specialist will work under the direction and report to the Operations Manager and Deputy Chief of Party.
