Country Programmes Officer

General Purpose of the position: The Country Programme Officer is responsible for preparing and supporting all aspects of programming within Iraq. He/she works closely with Country Director, Project Directors and Regional Programmes Officer. Coordination of programmes work of JRS at the country level a) Coordinate with the Country Director and the Regional Programmes Officer, to plan for JRS projects within Iraq b) In collaboration with the Country M&E and Finance, develop programme/project proposals, aligned with JRS Standards;  ensuring that relevant information from secondary data, assessments, monitoring, evaluations and lessons learned are integrated in the proposals c) Support Project Directors in project writing and management according to JRS standards and guidelines. d) Ensure community inputs are considered in the project design process. e) Develop reports in consultation with operations, finance and M&E unit. f) Ensure input is provided from Operations, and other support and technical units on the most urgent needs, and approaches in design and implementation g) Keep track of projects undertaken in the country; and review project proposals and reports. h) In consultation with the Regional Programmes Officer, to analyse the needs of the beneficiaries and to suggest new initiatives to the Country Director i) Prepare and submit to Regional Office, in conjunction with the Country M&E and  Finance the mid-year and annual project reports Budgeting a) Monitor regularly project funding in conjunction with the Country Finance Officer. b) Provide support to the Country Finance Officer for the preparation of the annual budget and budgets for new projects or activities undertaken. Other Tasks: a) Support capacity building of country and project staff. b) Conduct start-up orientation and training workshops for relevant staff. Skills and Qualifications: 3-5 years of experience working in Non-Governmental Organization Knowledge of project cycle management and sphere standards Good written English, with good command of spoken Arabic and English Critical thinking and analytical skills Good Research skills Good Interpersonal and communication skills Ability to work effectively under pressure Computer literate with demonstrated familiarity with the MS Office Software is required Demonstrate knowledge of Middle East conflicts and humanitarian context Commitment to high level of confidentiality with sensitive information
