Established in 1984, and with offices located in Ramallah, Gaza City, Beirut, and London, MAP works in partnership with local organisations to deliver health and medical care to vulnerable Palestinian communities in Palestine and in Lebanon.   Job Purpose The Director of Programmes serves as MAP’s representative in Lebanon, responsible for all MAP operations and staff in the country, providing strategic vision, leading programme development and implementation and promoting effective working relationships with our local partners, communities and donors.  The DoP will ensure that programmes are evidence-based and needs-driven, and that they are delivered in effective and timely manner in compliance with quality and accountability standards. Reporting to the Chief Executive Officer at MAP’s Head office in London, the DoP is responsible for a team of 25 staff members.     _________________________________________________________________________         Specific Areas of Responsibility Representation represent MAP with Lebanese authorities institutional and civil society counterparts, partners, donors; oversee communications at field level and contribute to agency-level communications       Senior Management As a member of the Senior Management Team, contribute to the development of organisational policies, strategic and operational plans, budgets and risk assessments   Programme and Financial Management contribute to the formulation of agency-level strategic goals and plans formulate and deliver country-level operational plans and budgets develop and maintain strategic and operational partnerships with local and international counterparts, including INGOs, LNGOs, donors, academic institutions and others oversee project design, management, monitoring & evaluation, and ensure that MAP’s programmes are relevant, effective and delivered in line with the principle of accountability to the people and communities that MAP aims to assist ensure adherence to core humanitarian standards in all areas of MAP’s work working with the Finance Director, develop and monitor robust internal control systems to ensure financial and administrative policies and procedures are followed ensure adherence to donors’ financial and administrative policies and guidelines   Programme Development develop country portfolio, overseeing institutional fundraising activities at country level; lead writer of grant proposals and concept notes provide inputs to inform voluntary fundraising activities at Head Office level; support and facilitate field visits by donors and UK team members   Human Resources Management responsible for overall management, supervision, coaching and support to a team of 25 staff   Security and risk management prepare and update country-level security plans; ensure that appropriate risk mitigation strategies and procedures are in place and adhered to    Training/capacity building identify training/capacity building needs of staff and partner organisations design and contribute to delivering capacity building plans in the areas of governance, core humanitarian standards, child protection/safeguarding children, Project Cycle Management, M&E   Policy development contribute to agency-level policy development in the areas of governance, due diligence, human resources management, programme management, core humanitarian standards, child protection/safeguarding children, staff care     Person Specification Experience at least 8 years of professional experience managing complex humanitarian and development programming including three years at Director or senior management level extensive programme development and fundraising experience, including with international donors experience of delivering complex, high-value donor-funded projects, including writing proposals and log-frames, and in monitoring and evaluating projects and project and financial reporting experience of representing an organisation at high-level meetings experience in leading and managing a multi-disciplinary team   Qualifications/ Skills educated to first degree level in a relevant subject a keen understanding of political complexities in the Middle East region, of the Israeli-Palestinian conflict and of the position of the Palestinian refugee population in Lebanon knowledge of health and health systems ability to lead complex projects and a multidisciplinary project team, often requiring a high degree of independent judgement and negotiating skills clear written/verbal communication skills, with the ability to present at conferences skilled in persuasion, negotiation, diplomacy and presentation strong decision-making skills and ability to translate programmatic priorities into operational goals and plans strong communication, facilitation and diplomatic skills strong work ethics and commitment to MAP’s mission and core values excellent IT skills, including experience of using Microsoft Office software fluent in written and spoken English   Desirable experience of working in Lebanon (highly desirable) working knowledge of Arabic a post-graduate qualification in International Development, Community Development, Public Health or related subject driving license   How to apply:    Please download and complete the application form: http://www.map-uk.org/job-opportunities/job-opportunities - Director of Programmes, Lebanon – Application form The completed application form should be sent by email to hr@map-uk.org by midnight on Sunday 31st July 2016.
