Insan Association is recruiting an external evaluator to undertake the evaluation of the project “Enfants, Adolescents et Familles Marginalises au Liban: Education, Integration, Protection et Loisirs”.
Background:
“Enfants, Adolescents et familles marginalises au Liban” is project by Insan Association funded by Secour Catholique France. The project started in January 2016. Through this project Insan Association provides educational, psycho-social support, as well as vocational training for refugee children and youths. The Overall Objective of the project is to contribute in integrating non-Lebanese children, adolescents and their families in Lebanon through the provision of education and psycho-social support.
Aims of the Evaluation:
The evaluation will fulfill the following aims:
- Evaluate the relevance of the implemented activities with the overall context and situation
- Analyze the services offered and how they relate to the needs of the beneficiaries
- Analyze the strengths and weaknesses of the project as well as future prospects for renewal
The evaluation must produce general recommendations, both organizational and procedural, on how Insan can improve its capacity by addressing the following points:
- What kind of external constraints are facing the organization and how to address them
- What kind of internal constraints are facing the organization and how to address them
- What priority areas should the organization focus on in the future
- Which external support can the organization make use of to enhance its performance
Criteria for Evaluation:
The evaluation be based on the following criteria:
Relevance:
to what extent is the action in line with other humanitarian response to the crisis? To what extent does the action match the needs of the beneficiaries?
Efficiency:
is the project successful in meeting its objectives? What are the strengths and weaknesses of the implemented activities?
Effectiveness:
What were the most successful aspects of the project? What are the challenges of the project? Was there a simpler way to achieve the same objectives?
Impact:
What was the medium and long term effect of the project and was this measured?
Viability:
To what extent did the project succeed in improving the wellbeing of the beneficiaries?
Deliverables:
- The evaluator must meet with all project staff who are involved in the implementation of the project
- The evaluator must present one report detailing his/her findings and providing recommendations for improvement within 30 days of the completion of the interviews.
Qualifications:
- Proven track record in the field of Monitoring and Evaluation, including long experience evaluating projects for NGOs, INGOs, or IOs
- The evaluator must be available to undertake all interviews in the first week of August.
