Operations Manager

The Lebanon Industry Value Chain Development (LIVCD) is a five year program funded by the United States Agency for International Development (USAID) and implemented under the leadership of Development Alternatives, Inc. (DAI). LIVCD Project aims to increase the competitiveness of selected value chains, expand the number of Micro and Small and Medium Enterprises that can compete in selected markets, improve linkages between those firms and other actors throughout the value chain, increase the gross value of products and services in local and export markets, and expand exports. OBJECTIVES The Operations Manager is LIVCD’s chief administrative staff person for the Beirut office and field offices. The Operations Manager will oversee all day-to-day administrative business operations of the office. She will manage the Administrative, Procurement, and IT Units in Beirut and the Field Offices, SPECIFIC TASKS Key Responsibilities • Supervise the staff of the Administrative, Procurement, and IT Units in the Beirut office. • Oversee procurement and logistics to ensure proper internal controls. • Manage all HR process • Oversee all program operations, property and facilities. • Monitor and ensure compliance with USAID rules, regulations and contracting requirements. • Work on specials projects as assigned by the Deputy Chief of Party with relation to LIVCD local subcontractors. • Carries out other duties that are consistent with overall focus of the assignment as assigned by the Deputy Chief of Party. Human Resources • Participate in developing and overseeing human resources policies and procedures. • Supervise recruitment of local professionals and administrative staff. • Handle any employee complaints or issues. • Ensure that Personnel Policies and Procedures are followed by all employees. Project Logistics and Administration • Provide advisory support to the Deputy Chief of Party; • Participate in the development of and oversee administrative policies and procedures to ensure they are compliant with local laws as well as DAI and USAID regulations. • Oversee procurement and technical staff for event coordination logistics. • Responsible for overseeing the administration of Lotus Notes and training of local staff. Ensure that all project staff has all the support needed in the IT area to perform their duties. • Provide inventory and file management oversight Procurement • Supervise the project operational and technical procurement • Review procurement done by LIVCD team and review negotiation memos to ensure compliance. • Manage in-kind grants’ procurement of commodities and services according to USAID regulations and requirements. • Develop specifications; review/modify, as necessary, specifications/scope of works for a wide range of equipment, supplies, high technology goods and services, and maintenance service contracts in accordance with USAID and DAI procurement procedures and regulations. • Develop and issue bid documents of various procurement methodologies (e.g., RFQs, RFPs. EOIs, etc.), prepare competition documents (e.g. Bid matrix, Bid Memo, etc.), and prepare/issue letters of clarification, as necessary, to published bid documents/specifications. • Organize and facilitate bid Evaluation Committees meetings, ensuring compliance with applicable procedures. Evaluate bid offers/responses to determine the responsive/responsible bidder(s). Review bid committee feedback/Prepare award recommendations for bid and contract award. • Prepare documentation for subcontract award. • Upon approval, issue the appropriate award instruments to the subcontractor(s). • Inspect purchased goods and services to ensure they meet the specification mentioned in the RFP and the subcontracts or Purchase Orders. • Ensure that subcontractors understand DAI procurement policies, procedures and reporting requirements. • Oversee financial burn rates of local subcontracts and deliverables. • Document proof of delivery of goods and services to grantees. • Coordinate with Finance Manager, Accountant, and field staff on financial matters, missing documents, ensuring that all reports are compliant with DAI and USAID regulations. • Maintain the procurement filing system by ensuring that appropriate documentation is included in each procurement file and in TAMIS (Technical Administrative Management Information System). • Perform other tasks as required by this position. Supervision The Operations Manager will work under the direction and report to the Deputy Chief of Party.
