Purpose of job
To support in the implementation and quality assurance of the Strengthening Resilience project- research and community component by working with partners, stakeholders , consultants and youth in Lebanon specifically in Tripoli and from the UK to meet the British Council’s strategic objectives. .
Context and environment
The British Council has been in Lebanon since 1946. As the United Kingdom’s international organisation for cultural relations and educational opportunities, we build on the British Council’s respected and trusted reputation by responding to and developing new opportunities with government and key stakeholders across the public, private and NGO sectors. We employ 50 staff, including regional and Syria-directorate colleagues and our portfolio spans our main sectors of English, Education, Society and Arts.
Strengthening Resilience in MENA is a pilot project funded through the EU’s Instrument contributing to Stability and Peace. This pilot project will provide an immediate and short-term response that combines targeted youth programming and strategic communication campaigns, adapted to local contexts and in order to generate learning on how to address the problem of radicalisation in different contexts. Activity will include the following:
Research into youth vulnerabilities
Capacity Building in Strategic Communications & Campaigns (Civil Society)
Capacity Building in Strategic Communications & Campaigns (Government)
Youth programming at community level (targeted in Tripoli)
The Strengthening Resilience project’s community component will be implemented in Tripoli. The Focus will be to support youth to develop resilience through sport in partnering with active communities network and collaboration with local civil societies, NGO working in Tripoli, municipality and Ministry of Youth and Sport
Implementing Partners
For the community component: civil society organisations, NGO, INGO working in Tripoli, municipality and Ministry of Youth and Sport.
The post holder will be based in Tripoli (partner location/venue to be confirmed) and will work closely with the British Council team in Beirut, mainly the Director of Programmes and Partnerships and Project Co-ordinators. S/he is required to demonstrate excellent relationship building for influence, community development project skills.
Accountabilities, responsibilities and main duties:
Project implementation & quality assurance
Manage the delivery of the Strengthening Resilience project research and community component, ensuring delivery to the agreed objectives, budget, quality and schedule, in accordance with the mandates and project definitions agreed with the client.
Encourage an understanding of and sensitivity to youth development and youth vulnerability factors among community members and partners.
Build the capacity of community partners and volunteers to facilitate and manage development plans focused on youth resilience.
Work with social groups to support, monitor, and evaluate on going activities.
Facilitate relationship building and strengthen relationships and partnerships between existing groups in the community.
Ensure that technical specialists researcher and experts in youth resilience and other support staff (finance and procurement) are integrated into the programme effectively.
Re-assess situations and making on-going adjustments to programme plans and management.
Analysis & reporting: provide regular updates on project progress against a range of criteria, as required by the client and in accordance with agreed British Council reporting protocols.
Identify opportunities for improvements to procedures and ways of working, based upon issues and situations experienced on the project.
Work closely with the Marketing and Communications Manager to ensure that: British Council brand standards are upheld, effective marketing and communications plans are created and implemented, and that impact/ Key Performance Indicators are measured throughout.
Use and clear understanding of computer system based tools (including SAP) for reporting and management information extraction.
Financial and resource management
Follow up on budgets for the Tripoli component and actively manage finances in line with British Council standards and processes.
Identify and control project risks: adhere to BC Project Management methodologies and defined qualitative standards while delivering the project, to ensure quality and effective risk management are maintained at all times.
Ensure effective financial management and procedure follow up by CSOs.
Research-Monitoring and evaluation
plan and organise the researcher visit to the community
Identify and engage with key stakeholders.
Organise focus groups: support in the facilitation of meetings and focus groups (translation, notes taking, reporting etc…)
Collect and analyse data.

Working hours are variable according to events and can include evenings and occasional weekends. The role includes representing the British Council at external events where appropriate. On certain days it may be necessary to work longer hours to cater for key deadlines.

Post holder must be eligible to work in Lebanon and must have a good knowledge of Tripoli. Preferably to be from Tripoli area
