Firefighting System Expert

  JOB SUMMARY An experienced Expert in Firefighting systems is required to assist T.E.R.R.E.Liban in providing technical recommendations to be included in the design of each Municipal development BALADI project and submitting list of needed firefighting equipment in compliance with the Lebanese public safety Decree number 7964/2012 and USAID Safety Program Chap 529. BACKGROUND The USAID BALADI project is a five-year program that extends from September 2012 until September 2017. It seeks to encourage innovation in service delivery by local governments. This project is implemented by Caritas Lebanon in nine Lebanese districts in partnership with T.E.R.R.E.Liban. It sponsors an in-kind competitive grants program that responds to governance and economic opportunity needs. All planned activities under this project should be compliant with USAID rules and local regulations.   TASKS AND RESPONSIBILITIES     Review of Municipal development projects’ preliminary design. Conduct site visits when necessary in coordination with T.E.R.R.E.Liban. Provide the necessary technical recommendations in firefighting field to be included in the design of each project, such as escape plan in compliance with the Lebanese public safety Decree number 7964/2012  and USAID Safety Program Chap 529… Submit a list of firefighting equipment, tools and devices needed for each project with technical specs and price/ cost estimation. Review updated design of each project to ensure compliance with Lebanese public safety Decree number 7964/2012 and USAID and USAID Safety Program Chap 529. Submit a final report about the firefighting system of each Municipality Development BALADI Project.     JOB TERMS   Up to Five days consultancy per week Communication and transportation are not paid   EXPERIENCE REQUIRED / JOB RELATED SKILLS            ·            Bachelor degree in Mechanical Engineer or related disciplines          ·            At least 5 years of similar experience in firefighting is a must (Lebanese public safety Decree number 7964/2012).          ·            USAID Experience is a plus (USAID Safety Program Chap 529)          ·            Attention to accuracy and detail required          ·            Able to perform under tight deadlines          ·            Ability to plan, organize, prioritize, coordinate, multi-task, meet deadlines and work with attention to detail.          ·            Excellent knowledge of English and Arabic; French is a plus          ·            Excellent reporting, communication and interpersonal skills          ·            Good computer applications skills.
