Livelihood Officer

OXFAM PURPOSE: To work with others to overcome poverty and suffering   TEAM PURPOSE: To ensure the food security and well-being of the refugees affected by the Syrian Crisis.   JOB PURPOSE:  The Livelihoods Officer will be responsible, together with the partner Utopia, for the economic and livelihoods component of the project Refugee and Host Community Livelihoods and Protection in Northern Governorate financed by Irishaid that will be implemented in Tripoli.  S/he will provide technical leadership, coordinate with the implementing partner and ensure the strong involvement of private sector and local authorities. The Livelihoods Officer has a key role in ensuring project quality, reporting and coordination. S/he will work under the supervision of the North Programme Manager and Economic Justice Coordinator to plan and implement the livelihoods component of the project as well as to collect and analyse M&E data regarding livelihoods, and make conclusive recommendations to ensure that livelihoods considerations are reflected in the overall Oxfam Economic Justice program in Lebanon. REPORTING LINES: Post holder reports to:  North Programme Manager Matrix management/technical overview:  Economic Justice  Coordinator Staff reporting to this post: none   BUDGET RESPONSIBILITY:  No direct budget holder responsibility but contribute to budget planning and monitoring with partners.   DIMENSIONS: Decision-making is strategic and operational with a high degree of judgement based on specific problem solving experience and a range of external and internal factors. Produce, assimilate, analyse and use project information from varied and diverse sources to provide in-depth analysis in the specific programme unit. Strong technical understanding and leadership. Relationships with local government, private sector and other key stakeholders that are critical for a high quality resilience programme that is relevant to its context are established and maintained. Providing support and advice to partners on areas of work. Provides support for and implements operational plans of the livelihoods component of the project. Assists with the development of solutions to diverse and complex problems and develops solutions to more routine problems. Applies information received in a variety of formats primarily from internal sources. Impact of this role is significant within the department and could have some impact division(s)-wide.   KEY RESPONSIBILITIES:   Program Technical Support Coordinate and supervise livelihoods activities foreseen in the above-mentioned project in coordination with the local partner. This includes providing technical direction, developing work plans, monitoring implementation and impact, ensuring that project deliverables are completed. Proactive coordination with Oxfam team and other relevant stakeholders towards integration and prioritization in long-term development planning and funding. Partnership mapping, increase partner participation, contribute to quality capacity building plans for local partner organisations (regarding the livelihoods component), and ensure a true partnership with those with whom we work. Ensure qualitative programmatic implementation, through appropriate use of Oxfam tools related to monitoring & evaluation; gender; active citizenship; accountability and governance, monitoring progress and budgeting on a monthly basis. Conduct surveys, need assessments, data and information collection for the development of on-going project. Meet all donor requirements in reporting and compliance.   Representation and Coordination Maintain and liaise close relationship with local officials,   INGOs, and local partners. Participate in local coordination mechanisms (livelihoods working group in the north). Be prepared to undertake other duties related to Oxfam’s programme as and when required by the country programme.   Oxfam General   Ensure implementation of Oxfam’s operational policies, procedures and security guidelines.  Be a member of Oxfam’s team; participating in appropriate staff meetings, planning sessions and on-going liaising as needed. Work in close collaboration with the Economic Justice Coordinator and other Program Coordinators.   SKILLS AND COMPETENCE:   BA/M or equivalent in relevant field such as economics, rural development, political science. 3-5 years of economic/business/livelihoods experience in emergency/protracted crisis contexts. Having economic experience in business development in urban context will be an asset. Strong technical background in a broad range of livelihoods and early economic recovery interventions. Demonstrated capacity in technical support and coordination. Demonstrated experience and abilities in donor and host government representation at local level, in capacity building of local staff, in negotiation, and monitoring. Effective multi-tasking, flexibility, organizational capacity, prioritization skills are necessary. Fluency in Arabic and English is essential. Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is essential.
