Expert Consultant For The Development Of Operational Set-Up And Manual For Cba Manual For Abaad Women And Girl Safe Spaces (Wgss), Including On The Job Coaching For The Eight (8) Wgss Teams

  ABAAD-Resource Center for Gender Equality   Immediate recruitment: Short-Term Expert Consultant on Development of Community Based Approach (CBA) Manual   JOB TITLE:  Expert consultant for the development of operational set-up and manual for CBA manual for ABAAD Women and Girl Safe Spaces (WGSS), including on the job coaching for the eight (8) WGSS teams   DURATION OF CONTRACT: 2 months   LOCATION OF ASSIGNMENT: Beirut with regular travels to: North, Bekaa and South Lebanon   ABAAD PURPOSE: ABAAD is a non-profit, non-politically affiliated, non-religious civil association that aims to achieve gender equality as an essential condition to sustainable social and economic development in the MENA region. ABAAD seeks to promote women's equality and participation through policy development, legal reform, and gender mainstreaming, engaging men, eliminating discrimination, and advancing and empowering women to participate effectively and fully in their communities. ABAAD also seeks to support and collaborate with civil society organizations that are involved in gender equality programs and advocacy campaigns. BACKGROUND AND RATIONALE: ABAAD has, in Partnership with UNICEF and MoSA, established eight WGSS across Lebanon providing direct prevention and response services for women and girls survivors / at risk of GBV. With the overall aim to protect vulnerable women and girls from violence, exploitation, abuse and neglect, including GBV, the eight WGSS provide Case Management and Psycho-Social Support in both mobile and static settings for the Syrian refugee communities as well as host communities in the respective regions, including specialized legal and mental health services as per referral. During this phase, ABAAD in partnership with UNICEF and MoSA, are working towards consolidating and harmonizing the community based approach in all eight WGSS to ensure support for- and community engagement for sustainable psychosocial wellbeing, as well as long term establishment of the WGSS in the communities. Community participation and mobilization are essential components for the sustainability of the WGSS, and require the buy in and support of many stakeholders. This consultancy would consider experience from the field and would come up with coherent approach to inform the WGSS teams in set-up and implementation of the community based approach.   PURPOSE: The purpose of this consultancy is to help develop an operational manual for the community based approach for the WGSS programme, in addition to providing on the job coaching for implementation of the manual for the WGSS teams. REPORTING LINES:  It is expected that biweekly meeting will be conducted between the consultant and ABAAD Director,  National WGSS Program Manager,  UNICEF and MoSA KEY RESPONSIBILITIES: -       Desk review of available (global) and national tools on Community Based Approaches -       Meet with relevant stakeholders; such as MoSA, UNICEF and others as needed, to incorporate their feedback into the manual -       Undertake a review of promising practices from the field to be reflected in the framework, with a specific focus on GBV experiences on Community Based Approaches -       Conduct on the job coaching for WGSS teams for implementation of the approach KEY DELIVERABLES -       Guidance manual  for the set-up  and implementation of  Community Based Approach  for the WGSS -       Field based on-the job coaching on implementation of the manual for the eight WGSS teams TIMELINE: Week 1-2   Desk review of available (global) and national tools on the Community Based Approach (2 days) Proposal of draft structure of tool to be reviewed by UNICEF and ABAAD Undertake visits to ABAAD’s 8 WGSSs to meet with staff and communities on potential Community Based mechanisms Finalization of first draft tool for Community Based Approach in GBV prevention and response (sharing with ABAAD and UNICEF for review and feedback) Week 3-8   Training on tool Develop coaching plan for each of the eight WGSS Conducting field based on-the job coaching on implementation of the manual for the eight WGSS teams Week 9 Finalize tool based on findings from training and coaching – ABAAD shares the tool with MOSA for review and endorsement   SKILLS AND COMPETENCIES:   -        Advanced Degree in Social Work/Psychology/Public Health/Social Sciences or related fields. -        5 years of senior level experience either in the design, development, evaluation and implementation of GBV prevention and response programmes. -        Experience in designing community based models of intervention is a plus -        Knowledge and experience in working in emergency contexts. -        Previous experience conducting training workshops is a plus -        Capacity to work independently yet with ability to share information, receive feedback and engage in dialogue -        Excellent writing and analytical skills. -        Excellent interpersonal skills and strong ability to express clearly and concisely ideas and concepts in written and oral forms -        Demonstrated report writing skills in English -        Fluency in English and Arabic is a must   APPLICATION PROCEDURES:   Interested candidates should send their CV along with a cover letter and sample of previous consultancy work on related topic, to hr@abaadmena.org  with subject line “Consultant- Development of Community Based Approach Manual” by August 18th, 2016.
