In close collaboration with the TL, the Senior NKE will:
Complement the conceptual process of Social Dialogue (SD) Strategy (NSDS) development by providing selected material research for the building blocks forming the Strategy, including work already done (paper on foundation of the NSDS), international experiences and practices with a stronger focus on the (MENA) region;
Collaborate with the TL and KEs of the Project in all professional matters as and when required;
Make all necessary technical and conceptual (curricular) arrangements for the conduct of workshops and facilitate their implementation, in collaboration with the JNKE and the Technical Assistance Team (TAT);
Facilitate the WG meetings / workshops by facilitating group work discussions and their documentations, making presentations in PPT and other reference materials/ modalities;
Support the evaluations of the workshop(s);
Support collating the building blocks (of the NSDS);
Support the works related to the DRAFT Action Plan (AP) for implementation of the NSDS.
This list may not be exhaustive, and additional works (similar to the nature of this assignment) may be required by the TL.
. Methodology
In close collaboration with the TL, the Senior NKE will:
1) Review pertinent / relevant sources of information (with particular reference for the local challenges) informing Lebanese specific factors of SD strategy development;
2) Present relevant sources in the form of informative readers (abstracts, diagrams etc.) for background information of workshop participants;
3) Develop a clear-cut institutional analysis of National key players in the field of Social Dialogue, for all sectors: public and private, covering: employers confederations, trade unions associations, civil society, and UN organisations, notably ILO;
4) Make conceptual inputs to workshop preparations, jointly with the KEs of the TAT, covering both contents and methodologies;
5) Jointly with the KEs partake in workshop preparations, and provide support to the relevant Working Group;
6) Review and draw on international and regional experiences, lessons learned in the area of Social Dialogues; the NKE should analyse how the lessons can be transformed to the Lebanese realities at all levels of good Governance (macro, meso, micro);
7) Organise and make presentations in workshop sessions (a total of 6 one-day-workshops is envisaged to finalise the discussions and achieve agreement on a National Social Dialogue Strategy (NSDS));
8) Document (in writing and printing) all works providing evidence (as reports) in soft and hard copies; all workshop materials (distributed as background readers and/or facilitating discussions must be translated into Arabic);
9) Ensure that the Final Draft Strategy will follow a results(or outcome) orientation (including identification of SMART indicators).
. Deliverables
The usual place of provision of discharge of services is the Project office housed within the Ministry of Labour Building, 6th floor, Chiyah, Beirut.
The deliverables are as follows:
The Senior NKE will present a training concept for each workshop, reflecting the expected results, methodology and contents of the training, and the anticipated assessment by the participants to the TL of the TAT;
At least two (maximum of six) consultation and consensus building workshops on the NSDS will be prepared, implemented and assessed in close collaboration with the TAT;
At least 3 full-day training sessions (possibly workshops) will be implemented for selected key individuals (“champions”) in the MoL to ensure full implementation of the National Social Dialogue Strategy;
Submit concepts (so called “building blocks”) to be integrated into the final concise DRAFT Strategy on SD;
On the basis of the Final Draft Strategy, the Senior NKE (jointly with the Junior NKE) will develop a concise Draft Action Plan for submission to the Project TL for sharing and discussion in the WG and final review;
The reports of the NKE team should integrate all the recommendations and suggestions proposed by the stakeholders (in workshops or other occasions) in order to foster national ownership of the strategy.
All reports (including workshop documentations) will be provided in English and Arabic language.
