Tripoli Researcher

Project Overview   Through the British Policing Support Project (2016-19) the United Kingdom supports the Lebanese Internal Security Forces (ISF) to meet the challenges to Lebanon’s stability and public safety. Key strategic elements of the British Project Support Project (BPSP) relate to mainstreaming a Community Policing model, improving internal and external accountability, enhancing Human Rights and building the capacity and professionalism of the ISF.   Role   The Researcher will work in a team with other researchers. They will research and produce a final report detailing the feasibility of rolling out the Community Policing Model to an ISF station in Tripoli. The Researcher will carry out in-depth fieldwork.   Deliverables   The Researcher will work under the direction of the Research Manager within the research team. The team as a whole will achieve the following deliverables, responsibility for which will be decided within the Research Team and approved by the Research Manager:   Research work plan detailing: Timeframe for completion of deliverables listed below. Areas of responsibility for each member of the Research Team. List of stakeholders for interview. Bibliography for literature review.   Interdisciplinary literature review on: Security and related fields of study on Tripoli. Stakeholders of the location in question.   A suitable and justified methodology for the study with qualitative and quantitative elements.   A risk management strategy for field work within Tripoli.   Ongoing and updated interview roster including name, contact details, time, place, date of interview and contact log.   Written or oral monthly research update reports for donor in addition to ad hoc reporting.   Final Feasibility and Methodology Report, including: Contextual and Factual Background on Tripoli, with a focus on the particular neighbourhood in question. Assessment of security and justice situation within Tripoli today. Stakeholder Mapping and Analysis. Agent-based modeling explaining potential scenario developments. Evidence-grounded and actionable recommendations for the implementation of a Community Policing project. This Research Unit will work closely with the wider British Policing Support Team. The final Report will be submitted for quality assurance to the BPSP Project Director before submission to the UK Embassy.

Essential Qualifications

The successful candidate will have:

Professional proficiency in written and spoken English.
University degree.
Demonstrable experience conducting and analyzing field research in an independent manner.
Proven record of successful interaction with individuals from a diverse array of backgrounds, including government officials and police.
In-depth understanding of the social, institutional, and political environment in Lebanon including an understanding of power structures at different levels.
Ability to conduct evidence-based policy analysis and play an active role in the development of project policy and direction.
Competency in Microsoft Office Suite.
Punctuality, intellectual curiosity, willingness to take initiative, multi-tasking, and willingness to work under pressure to meet deadlines.

Desirable Qualifications

Advanced degree.
